You could try using /etc/portage/bashrc, see portage(5). Use at your own
after
updating udev (I think) and failing to update all the files using
etc-update. after replacing all the old files with the new ones, the
problem fixed itself.

How do I prevent modules from loading at boot time? I have a case where

Well, you should be safe to change it to another setting that doesn't
cause the problem. Intel SpeedStep, A.K.A Frequency Scaling should work
regardless -- presuming you have that driver (it's under Power
Management -> CPU Frequency Scaling IIRC).
The easiest way is to use quickpkg to create a binary, unmerge the app
and then reemerge it with the -k switch to use the created binary
package.
