I'm not sure if modern firmwares still output to port 80, but if so
that might be another way to narrow it down assuming you have a card.
I'm sure there are faults on the motherboard side that could result in

Read the mother board manual, should tell you what the beeps are and how to
troubleshoot them

Thanks everyone for their advice. As someone suggested I ended up unmerging
the packages tagged as 2015 that were causing the block, then the update
took care of emerging those packages back in their most recent version
2016.
