The package was not correctly stabilized, and this was reported and
corrected.  Re-sync and the problem will go away.

of keywording "=media-libs/gst-plugins-bad-1.12.3".

Yes.  Twice over.

and be able to emerge @world.

There are some legacy settings in /etc/portage, but I wouldn't think they 
cause this block:
