My guess is that they want the tests to work with both urls ending in & and ? (and nothing too), and coding the logic to handle all cases in XSLT is definitely no fun, so I'm guessing they are assuming a url just ends with whatever symbol allows them to just append the KVP to it Yes, the issue is
