Honestly I never got the new cite engine working for wfs 1.1.0 on that release.
There was a break in compliance and Justin got the cite tests through after
fixing it, from memory, so it was done.

I've just noticed that the OpenGeo repository is marked as snapshot
and not release in the root pom. Is there any reason release
artefacts aren't being deployed there (other than me not doing so)?

getting a batch of failures with both WFS-1.1.0 and WFS-1.0.0. I'm
