I guess that what can be done is to create a community module to start.
Then, in time it could become an official extension.
To start off a community module you just need to ask for permission.

you can move forward with all of them. If I remeber correctly, even
the work that Andrea Antonello did was under a contract with
GeoSolutions (ZonalStats) therefore you should be good to go on each
and every process.
