So, I wanted to thank everyone who helped. I finally got GeoServer to boot using the following formula: 1. Do the direct install...the one based upon an <*.exe> file. Be sure you are administrator. Do this on top of Windows 10 without TomCat. I will try to get the TomCat version working next.

The geofence module is a complicating factor if you had it installed. Not a consideration in this case if you don’t have it installed. Do you see anything relevant (messages, exceptions) in the tomcat or geoserver logs? Brad

I can’t say I’ve seen this – although not tried with Tomcat 9. Can you try it with Tomcat 8 or 8.5? Do you have any other authentication modules (e.g. geofence) loaded? Brad -- Check out the vibrant tech

[Geoserver-users] cannot login to geoserver

I have used the web archive file geoserver.war (tried both versions 2.13.0 and 2.12.2) to run the webapp under Tomcat 9.0 on Windows 10. I can access the splash page for geoserver from my Firefox browser window, but the default userid (admin) and password (geoserver) do not work. I keep getting
