Hello,
I am updating layers in GeoServer (webinterface) but our end users are not
seeing the updates in their Google Earth KML. What steps do I need to take to
refresh the KML with the changes I make in Geoserver?

How do I reorder Layer Groups?
For example:
Current Layer Group order:
Land Layer Group
Business Development Layer Group
Geology Layer Group
The Layer Group order I want:
