Hi Luca,
I'd suggest you to merge that code in GeoTools, and make it available as a
community download in GeoServer.
Code left on external repositories is often not found, eventually tends to
rot or gets rewritten
by someone coming with a different implementation meant to go into the main
projects
(that happened already in the last years)

Actually I did, although not in my spare time.

The thing is, although ArcGIS Server can serve WFS, lazy employees content 
themselves with the ESRI API, or use ArcGIS Online to publish their data.

Alright.

Hopefully since it is a very well documented API, a geoserver extension
could be made to hook into their "Feature Server" API at some point. Almost
all the City/County governments in my area are setting up these API's for
their GIS data.

Hi Daniel,
ArcGIS REST API is not a WFS server, GeoServer cannot yet talk that ESRI
protocol.
For this, funds or code changes to teach GeoServer cascading that protocol
are more than welcomed
(the specification for the ESRI REST API is publicly available).

That said, ArcGIS supposedly can also expose WFS services, I was looking at
this tutorial but I cannot get a working
URL against that server... maybe WFS was not configured/exposed?

I would suggest to inquire the administrator of that server for more
information.
