To close the loop on this, did a letter get drafted and/or approved for
the Ora{Reader,Writer} bits?
I see the letter for Shapefile code here:

see notes about it in the 09-05 minutes, and no mention in the 09-19
Let's write up a letter like last time and approve it Tuesday meeting.
For context this oracle work was done by me at Refractions for the same
customer who later paid for vivid solutions to continue work on it in JTS.
The two implementations have diverged to fix issues and support curves (so
