I'll get Sphinx installed.I found RST files on Github in
geotools/docs/developer/docs. Would I create a new RST file like
"unsupported_modules.rst" or add my content to index.rst, welcome.rst,
reference.rst or tutorial.rst?

GeoTools does not have a guide on how to write documentation (afaik), but
GeoServer does and uses
the same system, this should help you get started:

I like where you are coming from Landon, I tried to help with a round of docs
(but would really like to see content datastore finished).
One of the most smooth summer of code experiences I had was talking a group of
students through the udig and geotools tutorials using a google hangout session
