There is no tools.jar on the mac, I will investigate and see if I
can locate an alternative.

It is included in the POM.xml in the maven/javadoc directory. It
seems to me that there should be another way of doing this that can
be more platform independent. Although I'm not an expert on maven or
Mac OS X as of yet.
