Reviewing artifacts:

- no great way to quickly test this, wonder if we should include an sh or
bat that can run the QuickStart demo
- README.html is outdated and needs instructions for Java 11, links to
latest not stable, etc...
- LICENSE.md does not quite provide the license,

That is exactly what is taking place, jts 1.16.1 has fixes and improvements
only (as befitting a dot release).
