I thought we had cycling by some means.. AH, yes. Alt+Tab.
Also, Alt+[123456789] works to switch to a particular tab, in a similar way
to tabs in Firefox.

Ctrl+Tab will continue to cycle between layers, at least in GIMP 2.8.
