First of all you need an irc client. There are many for Linux. I use hexchat, try it. Then you have to select to the GIMPNet server (irc.gimp.org) and go for #gimp #gimp-user and #gimp-web channels. You can execute some commands with the GUI and all commands manually. All commands on a IRC server are more or less the same: /join #channelname to join a channel /quit to quit usually in the form: /somecommand search on web there are plenty of guides to do anything in irc.
