Yes - in the rectangular selection tool's options, you have an option to constrain the aspect ratio of the selection. If you pu W=3, and H=2, then your rectangular selections will be constrained to 1.5. You can then use the Crop from selection option of the crop tool, or alternatively call Image-Edit-Crop directly. If you use save as and set the extension to jpg, it will ask you for the quality level of the saved jpeg file. You can click the preview check-box to see what you are doing. Just near this box you can see the size of the generated file. Change the quality with the ruler until the size is near what you want.
