After you've created your path, right-click on the image and click
"Layers", and then "Layers, Channels & Paths...". Then click on the
"Paths" tab in the dialog that comes up. (Actually, I find it much
easier to work with paths if you have this dialog up to begin with. I

There is a balloon script out there, I downloaded it not so long ago just to
see what it does, it looks like it might be what you are asking for. I got
it from http://technoid.xodox.com/ or at least I think I did, can't be sure
as the site seems to be down right now.
