I have installed Gimp 2.8.10 in my computer with Windows 8.1 Pro 64 bits.
When I start Gimp the programs web-page.exe, help-browser.exe and
file-pdf-load.exe give the error the procedure entry point
__gxx-personality_seh0 could not be located in dynamic
I was having the exact same thing happen. Even after trying a
uninstall/reinstall.
What solved it was after an uninstall, go to look in the programs folder
and manually remove the remaining gimp directory and files. I also renamed
the .gimp folder in the user profile directory because it contains
