To be clear, towards the bottom on the left of "Open image" file selector
window, change the "Select File type" from it's default of "Automatically
Detected" to "raw image 3fr,arl"...

I just choose raw (a long list of raw type files near the bottom select list for
file types - if you choose to select the file type yourself).

There is no need to file a bug. This has been going on for a while
with UFRaw and GIMP.
Trying updating to version 0.21 or even the CVS version.

Instead of letting GIMP selected the file automatically, scroll down
and specifically select the camera raw images (should be a long list
of files) before opening NEF images.
