Are you using CCITTFaxDecode in you post script..??
or is the image embeded into the postscript file..?
if (using CCITTFaxDecode)
look at libtiff
http://www.libtiff.org/
do a tiffinfo -s foo.tiff
and make sure that you tiff file is in a format that
CCITTFaxDecode understands.
if it is not then you can copy it into the format with
tiffcp
