I don't think you want:
cd /../dev
but
cd ../dev
Remove the leading slash. Shear guess, but it looks strange to me. In
English, the first says:
move the the root directory (the leading slash)
from there move up to the parent (which leaves us back at the root)
from there move to the dev directo
