A google search tells me that gnuwin32 provides a groff package that
provides a Troff2LaTeX (version 2.2).
But I can't find a website or any URL or any download specificall
Troff2LaTeX is an ancient program from the days before the WWW. It has no
homepage of its own. It can now be generally found at any CTAN archive, e.g.
ftp://ctan.tug.org/tex-archive/support/tr2latex
