KONKANI AKADEMI TO PUBLISH 10 BOOKS: As a part of its aim to promote
Konkani
literature in Roman script by giving financial assistance to the writers,
Dalgado Konkani Akademi will publish 10 books - novels, short stories,
tiatrs, khell-tiatrs, poetry, one-act plays, translations, etc from
various
Konkani writers. This was disclosed by the Akademi president Tomazinho
Cardozo at the general body meeting of the Akademi held in Panaji
recently.
The work will be carried out by the literary committee of the Akademi
headed
by Fr Peter Cardozo. The books will be released on 17 December 2004 at
Margao at a special cultural function to be organised to create awareness
among the Goan people about their identity. The general body meeting of
the
Akademi also decided to celebrate 150th birth anniversary of Mons Dalgado
by
organizing numerous programmes throughout the year beginning from 8th May

Mega Konkani Programme - Konkan Daiz Yatra

Konkani is a multi-religious, multi-caste and
multi-dialectal character language represented by as
many as three religious groups namely Hindus, Muslims
and Christians consisting of TWENTY major castes and
several sub-castes and sects. Each sect speaks Konkani
with its own different dialect. Hence the Konkani
culture is very rich with so many ethnic differences
who are spread over the coastal coast from Gujarat
from the north to Kerala to the south.

The oldest Konkani organization Konkani Bhasha Mandal
Mumbai (R) which was started in the year 1939 by
Konkani stalwarts  like Shenoi Goem-bab, Bakibab
Borkar, Prof. Armando Menezes, Dr. Sumitra Mangesh
Katre is in its heels to prepare for a mega show to
unite Konkani’s under one roof. This great show is
named as Konkan Daiz Yatra in order to prepare for a
pilgrimage that will pull together the rich Konkani
treasure and makes an eye opener to every Konkani
individual who is diverted from his roots with the
forgetfulness of greatness that is within his mother
tongue Konkani.

Mr. P. N. Shanbhag the president and Mr. J. B. Moraes
the secretary with their strong Konkani Bhasha Mandal
team are working day and night to make this event to
be represented by all ethnic group of Konkani people
on be half of 12th Konkani Recognition day. Thus the
organising committee has been formed for the programme
with the  award winning reputed businessman Mr. Albert
W. D'Souza of Printannia fame the president and Mrs.
Grace Pinto of Rayan International, Mr. John D'Silva,
Mr. S. D. Nayak, Mr. S. A. Shanbhag, Mr. P. M. Shenoy
and Mr. Ratnakar Gokarn being the vice presindents.

Hi Gilbert,Helga, Vivian, Cornel n Mervyn !

I am glad that my article generated some interest in a subject not
very much covered in your forums-probably overlooked. Thanx very much
for the compliments.

As I stated in my conclusion that I wrote it  from the top of head-
hence room for  for corrections , oversights and clarifications. And
all this information was collected before I arrived in the U.S. on
April 11,1984; hence I must express my ignorance for anything that
transpired after that.

And to Vivian and Rene who forwarded it in time for the Tanzanite
dance in Toronto, I say asante sana (Thank You in Swahili). My
wife-Edna and myself were supposed to attend the dance, but other
issues
changed our plans. It's 10:30 p.m. and I am certain Merwyn is 
swinging  away  - apparently for the first time as a married man.
Correct me if I am wrong,Merwyn  or was the pix a gimmick.

I over looked two very important people- and Merwyn -thanx for
drawing my attention. Caetano (Cajetan in English) Martins- a goan
was the Portuguese Consul in Tanganyika. All the other three Consuls
in Zanzibar, Nairobi and Kampala and the Vice- Consul in Mombasa
were goans in the fifties just before the four countries gained
independence from Britain. (All Esat African countries broke
diplomatic relations with Portugal after they attained independence).

Caetano's wife is the daughter of Kampala's late Norman Godinho,Snr.-
East Africa's richest goan who is believed to have owned a large
chunk of land in Kampala. 

Norman's other daughter was the first woman Resident Magistrate in
East Africa. I believe, she married Shafiq Arain- the only Indian
to be a member in a Uganda Cabinet of Minsiters- mainly under Obote's
government. (All Resident Magistrates in East Africa before
independence were British , and invariably men).

Kenya had an Asian  Deputy Minister, but Tanzania had two Asian
Ministers- both Khoja Ismailis.

As for Dr. Adolfo Mascarenhas- he was the only fully fledged
Professor of the University of Dar es Salaam when I left. Merwyn
could enlighten me if there were other appointments- possibly his
wife who I believe snaked her way very well up the ladder after
heading the University's library. I am not certain of the surgeon-
Primo Carneiro.

Goans in Tanzania had also their fair share in sports having
had several representtatives on the national field hockey team and
two in cricket. Four goans -including two brothers represented the
States ( called regions in Tanzania) in soccer (football) and a
couple of goans won national chmapionships in badminton and
table-tennis (ping-pong).

One of them - Mrs Martha Dias from Tanga won the national badminton
championship at age 47 as a grand-mother. After she moved to Toronto
she continued playing badminton till the age of 69.  

The top bands -besides those playing in the white night clubs were
mainly goans in the major towns. Even in my home town of Iringa which
had  about 13 families , we had a small goan band.

And to Helga, I branded the Africanisation policy in the railways
and in other areas as racist, because it was not like affirmative
acction in this country, but literally taking revenge at the
British at the cost of the Asians who developed the Railways and
government infrastructure.

I believe that there should have been a redressing situation with
a smooth transition, as opposed to random replacements by
inexperienced people  under the pretext that they were trained on
on short courses in Britain.

The Railways were flooded with Asians many of whom rose to the
top through years of experience and passing several exams including
written Swahili which has a very difficult grammar. So when  the
British left after independence, the Asians slipped in to replace
them- thus  aggravating the situation.

My father who was the Town Treasurer was a very glaring example.
Discriminated by the British after  his boss committed suicide,
rather than promoting him, they brought in a retired Brigadier from
the Brish army. This was after Iringa was voted the top Town Council
in the country, and after he was one of four people out of 400  to
have passed a National Civil Service exam. (Two of the other three
were goans and the fourth was a Nair).

And after independence, when the Brigadier retired , they replaced
him with a young local man who was trained for nine months in

The resorts
Practicalities


Rickshaws jostle with oxen in the narrow streets
behind the bazaar, tribal women peddle saris and
exotic spices and, on the palm-fringed beach, the
reedy cry of an oboe drifts on the breeze. 

 
Clear blue skies: guaranteed sunshine makes Goa a
popular winter sun destination 

The aromas, the colour, the chaos. Yes, this is India,
but India with a difference. Whitewashed chapels peek
through the forest canopy, and beautiful girls with
almond eyes are called Rosalina and Josefa. The
Portuguese might have left in 1961, but their
influence lingers.

Once the preserve of the hippie, Goa is now firmly on
the package tourist trail. Guaranteed sunshine, modern
resort hotels and value for money make it a popular
winter destination. Development has spawned the usual
theme bars and souvenir shops, but it is still
possible to find deserted beaches and eat fresh fish
at simple beach shacks.

The resorts
Hotel prices quoted are the lowest available, per
night, for a double room in peak season (November to
March).

NORTH GOA 
Goa's oldest resorts - Calangute and Baga, established
in the early 1990s - offer good food, nightlife and
British company. Anjuna and Vagator, home of the Goa
Trance music scene, are popular with backpackers.
Farther north the beaches empty and the tourist
infrastructure disappears. 

Fort Aguada and Candolim 
A lighthouse and 17th-century fort dominate the
headland above Sinquerim Beach, which runs between the
two resorts. This pleasant crescent of sand is shared
by a Taj hotel complex, beach shacks and water sports
operators. Candolim - a broad, straight beach backed
by dunes and palms - is never crowded, despite the
shacks dotted along it. Behind the beach, restaurants
and upmarket emporia line the main street. It is more
sedate than Calangute and Baga. 

Where to stay 
Taj Holiday Village (0091 832 2479123,
www.tajhotels.com), a complex of luxurious villas in
landscaped gardens overlooking Sinquerim Beach, has
doubles from £74. The Marbella Guest House (0091 832
2479551) is a delightful old villa 10 minutes' walk
from Sinquerim Beach; doubles from £14. Sonesta Inns
(0091 832 2279448, www.sonestainns.com) - a lovely
package hotel with friendly staff, right on the beach
- offers doubles from £26.

Where to eat
After Eight (0091 832 2279757) serves good seafood and
steaks, with main courses from £1.75. For exquisite
Thai cuisine, try Oriental (0091 832 2275272), where
main courses start at £1.40.

Shopping 
Khazana Handicrafts Exporters (opposite Taj Holiday
Village) has an interesting range of new and antique
pottery, statues and furniture.

Boat trips 
John's Boat Tours (0091 832 2497450) offers
dolphin-spotting outings for about £9. 

Calangute and Baga Central 
Calangute beach is crowded and scruffy but to either
side are empty stretches of sand. At high tide, Baga
beach is reduced to a narrow strip of sand. The area
around Calangute market, congested with traffic,
high-rise hotels and fast-food outlets, is easily
avoided, as are the growing number of football bars.
Development in Baga is on a smaller scale. Restaurants
and bars are interspersed with shops and stalls,
making it a pleasant place for an evening stroll.

Where to stay 
In Calangute, the Hotel Golden Eye (0091 832 2277308,
www.hotelgolden eye.com) is situated right on the
sand; no pool, deluxe doubles from £23. Villa Goesa
(0091 832 2277535, [EMAIL PROTECTED]) is a pleasant
package hotel bordering the beach; doubles from £17.
Kerkar Guesthouse (0091 832 2276017,
www.subodhkerkar.com) is two minutes' walk from the
beach; no pool, doubles from £12.

In Baga, the Nilaya Hermitage (0091 832 2276793,
www.nilayahermitage.com) is an exclusive hotel a
15-minute drive from the beach; doubles from £148.
Marinha Dourada (0091 832 276780, www.madogoa.com)
provides a shuttle service to the beach (journey time
10 minutes); doubles start at £19. 

Where to eat
In Calangute, try Fiesta (0091 832 2279894,
www.fiestagoa.com), which overlooks the ocean and
serves upmarket Mediterranean cuisine; main courses
from £2.90. Similarly priced, Waves (0091 832 2276017)
is a stylish Goan restaurant in the Kerkar complex.

In Baga, sample great seafood at Britto's (0091 832
2276291) bar and restaurant on the beach. The Goan and
continental menu has main courses from £1.20.

Shopping 
Hari Om (shop 1-10, Naikawado, Calangute Road) is an
expensive emporium selling high-quality handicrafts
and furniture.

I have said previously, that I would let the Ribandar issue take it's
course. Seems to me that it has - as previously written by me,  I believe
this issue has come to naught. In two different posts Aires has informed us
that the Police were about to Charge the priest; nothing has come to pass,
now Aires is imploring the C.M. to investigate someone's suicide!

It seems to me and I am sure to many other readers that this is a 'cause
celebre' only thing is, that there is no case. Aires is doing himself and
Goans no good by chasing this lost cause. Instead he should brief us on how
he is getting along with taking the C.M. for slander. In the England the
burden of proof in slander cases is on the defendant - so is this is also
the case in Indian Law ? if so, then Aires should have no problems at all!
Further more in England it costs more than an arm and a leg to bring to
Court such cases; starting from a minimum of £50,000 and easily running  to
a million. Aires could perhaps brief us on the Goan/Indian set up and divert
from the Ribander issue which is crippling,  not only Aires but the rest of
us Goans, who rely on him to raise other grave
issues in the state of Goa.

Thank you for your very interesting contribution about Tanzania. I had
travelled all over that country over the years when it was still Tanganyika,
and Zanzibar (which I also knew), had yet to join it. Your article brought
back many happy memories of the many places I had come to know well
including Mt. Kilimanjaro of course.

However, as an Indian of Goan origin, I am puzzled by the distinction you
make in the wording of your Subject. You call it Indians and Goans in East
Africa. The imputation in that title is that you were writing about one
group called Indians and another called Goans. It would be helpful if you
could please clarify the seeming confusion, for me, on this point. Would you
likewise be using a title, say, about Indians and the Sikhs or the Indians
and the Punjabis?

passports, until many opted for alternative nationalities when independence
became imminent in the East African territories.

The two writers below and many others have mentioned how difficult it is
to find Goan-authored English books. A suggestion (which may need
refinement) is to 'put together a collection' of these books on a
variety of subjects for purchase. Foreign resident Goans can make their
own arrangements of how and where to purchase this collection. Would his
help the publishers, authors and perhaps some enterprising Goan?

wealth of published info on Goans/Indians in Tanzania while researching
for her
book. The problem is most of the publications/papers are hard to find. A
major source/help to her was another Goanetter, Dr. Adolfo Mascarenhas
was also researching for his own publication (on Goans in Tanzania?)

I also think we should mention that C.F.R.de P. Martins, a Goan, was the
Portuguese Consul in Tanganyika. He would have a treasure trove of info
on
the period leading up to independence.

By way of observation and brief comment, I am puzzled that one could not
conceive of a name more original than Goan Voices. Is it a case of
intellectual bankruptcy or that imitation is the highest form of flattery?

I personally have reservations about the title Goan Voice for what has
become a weekly publication by Eddie Fernandes in London because the word
'Voice' suggests, to me, a political stream or conduit, among other things,
and clearly, in its current form, this is not so. Nevertheless, I would
suggest that, for one to be a straightforward copycat and simply add an 's'
to Goan Voice is indicative of a vacuous joke in our rather small Goan
world.

Greenback driven lower on US jobs data

A quiet week for major currencies was enlivened on Friday when worries about
the long-term health of the dollar and weak US jobs numbers conspired to
send the greenback lower.

Non-farm payrolls rose just 96,000 in September, far less than the predicted
150,000. An upward revision for the year to March 2004 of 236,000 was
largely dismissed as backward looking.

There is a real concern that we are nowhere near the level of job creation
that we need to sustain growth of 4 per cent. We would need 200,000-250,000
jobs a month for that, said Michael Woolfolk at Bank of New York.
The dollar had already been weakened by a wave of comments from Federal
Reserve officials, with President Bush also getting on board.
Dallas Fed president Robert McTeer warned that Over time, there is only one
way for the dollar to go - lower. Just for good measure, he also talked
about the theoretical possibility of a crisis precipitating rapidly
rising interest rates and a rapidly depreciating dollar if and when the
wider world stops funding the rapidly expanding US current account deficit.
Fed governor Ben Bernanke waded in by stating that the Fed will pause in
hiking rates if the US economy slows. It also emerged that President Bush
spoke to Hu Jintao, his Chinese counterpart, about an eventual Chinese
revaluation.
Mr McTeer's long-term warning was particularly telling. The comments are
very surprising, far more direct than previous comments from other Fed
officials, said Derek Halpenny at Bank of Tokyo-Mitsubishi.
As a result the dollar yesterday fell 0.6 per cent to $1.7930 against
sterling and 1 per cent to $1.2413 against the euro, which clocked up an
eight-month high against the pound of £0.6921 on rising perceptions that UK
interest rates have peaked.
The yen rose further still, firming 1.4 per cent to Y109.58 against the
dollar, 0.5 per cent to Y136.03 to the euro and 0.8 per cent to Y196.50
against sterling.
With the pressure mounting on China to let the renminbi appreciate, the
logic is that other Asian nations, including Japan, will be willing to allow
their currencies follow the renminbi higher.
With the benchmark index of commodity prices rising to a 23-year high,
commodity currencies headed gainers this week. The Aussie dollar pushed to
five-month highs against the US dollar and sterling, rising 1.3 per cent to
$0.7340 and 1.7 per cent to A$2.4382 respectively.
The Canadian dollar extended its five-month rally, firming 0.9 per cent to
C$1.2509 against the greenback, an 11-year high.

SOUTH GOA GETS RS.10 LAKH FOR SANITATION: The Centre has sanctioned Rs.10
lakh to South Goa under the total sanitation campaign. The rural development
ministry has approved proposals for total sanitation campaign in 28
districts of the country with an outlay of Rs.378.95 crore of which Central
share is Rs.217.06 crore. (PTI report in NT)

RAIA MEET: The question of Goans and non-Goans over the allocation of
housing plots under the Ambedkar Awas Yojana has come into sharp focus, five
days before the scheme was to come into force in South Goa. The village
Panchayat of Raia has taken the lead to ask the government not to grant
housing plots to non-Goans. At the gram Sabha meeting, members raised
objections to any police of the government to allot housing plots to the
non-Goans. (H)

'BRIBES AGAIN': Container-laden truck-trailers heading for Panaji, which
have to be diverted at Old Goa via Azossim-Mandur-Pilar, are allowed to
drive through Old Goa and use the causeway to cross over from Ribandar to
Panaji, but for a 'toll fee'. The 'toll fee' ranges from Rs.50 to Rs.100 per

GSPCB TO CURB CORRUPT PRACTICES: The Goa State Pollution Control Board has
evolved a new procedure for curbing corrupt practices and bringing in
transparency in the working of the board. This follows allegations about

GOA FESTIVAL IN DELHI: The Delhi-based Goenkarancho Ekvot in association
with the Goa government will organise Goa Festival from 26 October to 31

with the objective of encasing the Goan spirit and promoting Goan
