(Save when you are young, to spend when you are old.) domnic fernandes [EMAIL PROTECTED] EMPLOYMENT TO ALL IN NEXT 2 YEARS: CM: While declaring 2005 as Unemployment-free Year, Chief Minister Manohar Parrikar announced that the government would make efforts to provide employment to all educated unemployed youths during the next two years. The Chief Minister was speaking as chief guest at the 43rd anniversary of the Goa Liberation Day celebrations held at Parade grounds, Campal, in Panaji, on December 19. Parrikar said his government in the last four years had succeeded in eradicating corruption and providing economic solace to the people of Goa. (GT) CM UNFURLS LIST OF PLANS: During his speech on Liberation Day, Chief Minister Manohar Parrikar appealed to the Goan public not to get carried away with the propaganda of the divisive forces who he said oppose the positive work of the government. Parrikar also listed the achievements of his government and specifically mentioned the Dayanand Social Security scheme and the Cyberage Scheme which he said provided economic solace to the people. (H) ARAMBOL TAXI OPERATORS FLAYED: Tourist taxi drivers from Madhlamaj, Askavaddo, Chopdem, Morjim and surrounding areas have condemned the action of the taxi drivers of Arambol in prohibiting them from ferrying tourists/passengers from the Arambol beach area. (H) POWER CUTS: PORVORIM IS WORST HIT: There has been no respite for Porvorim residents on the power front for the last few days even as the Electricity Department has been making efforts to normalize the situation in the area. (GT) PORT TOWN'S DEMOLITION MAN: The demolition man of Vasco, Deepak Naik (chairperson of Mormugao Municipal Council), who authorized the mass scale removal of the structures of hawkers, could now himself face the demolition of alleged illegal structures built in his own backyard. The association of hawkers and Vendors in Vasco, who were the target of MMC's demolition drive, brought to the Council's notice these alleged construction illegalities in the chairperson's residence. (GT) ACTION PLAN FOR SENIOR CITIZENS: The All Goa Senior Citizens meet cum rally held in Margao on December 19 in Margao demanded that the State policy and plan of action for elderly people in Goa should be implemented forthwith and periodically revised. (H) WOMEN'S FESTIVAL: The third women's festival was recently conducted at the Valpoi church grounds. About 300 women from all over Sattari participated in the various events. (H) KILLED IN MISHAP: Vincent Fernandes (55) a motorcyclist from Sancoale died on the spot in a collision between his vehicle and a pick-up truck near Five-Star workshop at Sancoale on December 19 afternoon. (H) MAPUSA - TOURS ABOUND: Mapusa, the commercial hub of North Goa, is the entry and exit point for many tourists and others visiting Goa by bus. Though nearly 70 buses on an average leave Mapusa daily for Mumbai, Pune, Hyderabad and Bangalore, there is no full-fledged inter-State private bus terminus at Mapusa. Since the last three decades, all inter-State private buses operate from the main road opposite the taxi stand.The inter-State bus stand is further infested with touts, who conduct their business of fleecing tourists with the tourist police turning a blind eye to the menace. (Jerry Santamaria in Herald) MARGAO - AN EYESORE: Margao's KTC bus stand at the city's northern entrance is an eyesore given its haphazard planning and overall congestion, one would agree. Things aren't any better at the far corner of the bus stand - housing the Mumbai-bound buses. The so-called temporary stand for Mumbai-bound buses has neither a provision for a shelter or shade, nor any facility worth its name. (Guilherme Almeida in Herald) PANJIM - INCONVENIENCE CONFOUNDED: For people traveling to Panjim, it is a nightmare. The bus used to originally halt under the Patto Bridge. Trudging across the main road to the KTC bus stop was a nightmare and any one wanting to travel to interior Panjim was at the mercy of the taxi and rickshaw drivers. Now with the four-lane road having been constructed from Patto Bridge to Campal, tourists arriving from outstation face additional problems. The bus stand has been shifted to the new Mandovi Bridge. Pass the word around! # ## Church flays film on Goa liberation Says Ramesh Deo*s Rs 40-lakh docu sponsored by govt is communal*, criticises *screening in schools across the state RAJU NAYAK PANAJI, DECEMBER 19: The Catholic Church in Goa has come out in protest against a government-sponsored documentary on the liberation of the state from Portuguese rule. The Archdiocese of Goa and Daman, which viewed the documentary, said the film, Goa Ka Swadhinata Sangram, produced by Ramesh Deo, was **highly communal**. The Diocesan Service Centre for Social Action (DSCSA) and the Diocesan Society of Education (DSE), in a joint statement, also criticised the state government*s decision to screen the documentary in schools across the state. **The aim seems to fan communal hatred and draw a wedge among Goan communities living peacefully and in total communal harmony since hundreds of years,** they added. The DSCSA and the DSE have described the move as **shocking** since the Education department **could envisage such a highly loaded** documentary. DSE runs more than 100 schools in Goa. The script committee, originally set up by the Manohar Parrikar Government, comprised mainly of RSS leaders. Subsequently, some changes were made after local historians pointed out flaws in the script. The film, made at a cost Rs 40 lakh, shows atrocities committed by the Portuguese after the conquest of Goa, reaction of Goans to atrocities, especially from Velim, Assolna and Cuncolim, and the revolt of the Ranes. It has been pointed out that in some instances, the production lacks authenticity * like the khaki uniforms worn by the police and the army in the years immediately after Goa was conquered. Fr. Valerian Vaz Spokesman of the DSCSA, when contacted, said after the Education Department sent CDs to schools, some Diocesan-managed schools even screened it. **But when some schools found it highly objectionable, they contacted us. When the Department sends any circulars, they are innocently followed. It is highly objectionable of the attitude of the Department to send CDs of the documentary to schools at the last minute. Some schools even received the CDs on Saturday to be screened on Sunday.** Fr Vaz further said the way things have been presented is wrong. **In the beginning, it is shown that Christianity was against the local culture. A rape is shown. Some atrocities might have occurred, but this is not the way to present them. It will only create hatred.** He added that **It is ok to show the film to adults. They are mature enough to judge it. But children might get carried away with the propaganda. We might even write to the Chief Minister.** However, when contacted, a history lecturer, Prajal Sakhardande, in a local college, said there is no harm in showing anything which is a part of history. **It is shown that Catholic priests were behind the inquisition, and it is a fact. Why should the church object to it,** he asked. Ashok N.P. Dessai, Director Education, when contacted, extended support to the film, and said that the documentary was based on facts. Goa Electronics Limited has been awarded the contract of producing the CDs, and they would shortly distribute them among all the schools in Goa, Desai added.

Pass the word around! # ## Goa of My Dreams Dr. Hubert Gomes Sometime back I read a story of a traveler who asked a village farmer for directions to a nearby town. The old farmer replied, Son, to get there you have to take the first left exactly a kilometer from here. Getting into his own 'inner world', the farmer continued, I am sorry son, you have to actually turn back, drive half a mile till you hit a stop sign and then turn right. After a long pause the confused farmer looked at the equally confused traveler and said, Son, you know what, you can't get there from here. At first I laughed at this silly story, but on deeper introspection, I began to feel sad... It happens to be a 'true story': Majority of Goans are indeed very confused, not knowing what they really want for themselves and their motherland. Goa has become a land of the dumb and blind which is ruled by one eyed kings whose logical thinking has faded and confusion has set in. When my solitude threatens to know me over, there is something about life that keeps me engrossed, trying to figure out why some Goans succeed when others fail, or at best, settle for a mediocrity? And if the successful people get it right once, how do they succeed everytime? These are some of the questions I attempt to resolve but no answers have been forthcoming. Perhaps the old man was right when he said, The recipe for success is a riddle - we may crack it at times but we will never fully master it. Although it sounds very good, I am certainly not the one to take refuge in such philosophico-spiritual explanations to get what I want in life - I simply work hard and smart to achieve my goals. Most of the Goans I meet do not seem to have clearly defined goals and instead have a naturally pessimistic frame of mind. Sadly this negative attitude not only tosses them around but produces a feeling of perceived powerlessness that literally pervades all aspects of life. Noted author Richard Jeffers coined the famous word 'habituation' which means being imprisoned in our fixed ways of seeing the world. I am convinced that aside from the laws of Physics, we are limited only by our beliefs. These beliefs however can seem so real and insurmountable as the walls of a jail that many of us are prisoners of this false reality. This not only drastically limits our potential to excel in life, but it also makes us very unhappy and intolerant to other peoples success - a disease that is fast becoming an epidemic in Goa. The first step out of these self-limiting mind traps is to adopt what has been called a beginner's mind. It means that we should sincerely question everything, be inquisitive like a child and see everything with new, unclouded eye and an absolutely empty but serene mind. IT is my observation that instead of challenging themselves to fulfill their dreams, most Goans are satisfied to limit their ambitions to their perceptions of the world's constraints. Most of them mistake 'wishing' for 'wanting' and in Goa 'wishful thinking' is a lot more common than 'really wanting' something. A wish is always very weak, changeable and passive and is not strong enough to overcome procrastination and other obstacles that may arise in the process of getting what you really want. On the other hand really 'wanting' something is a spur to action which bypasses delays and bulldozes obstacles. I do not wish but I sincerely 'want' every Goan to become a 'genuine wanter' and not a 'lethargic wisher' for it is only 'wanting' that gives wings to our drams to fly with. I am extremely confident that every 'wanting Goan' with discipline, patience and the serenity of a monk will be able to stand like a rock and make a bold statement to the world - The new empowered Goan has arrived and is fully prepared to face the global competition. I do not understand this concept of a luxury tax. I do not hear of this elsewhere in the world. Is it still valid in the India of today? Can the market system itself not drive this? If Rs.2/- pao or a Rs.10 loaf of sliced bread or a Rs.20 plate of fish curry rice?? cannot benefit the sellers then is there not something wrong with the prices being charged? If you want a two tier system - one for locals and one for foreigners - then this should be applied across the board. Why selected items only? Look at the local air fares. Most Indians flying locally today can afford to pay what foreigners are being charged - probably more. So should there be a two-tier system here? The state should create facilities and infrastructutre to attract high end tourists so they do not go to buy Rs.2/- pao or a Rs.10 loaf of sliced bread or a Rs.20 plate of fish curry rice. The Assistant Director of Education [ ADEI] of Tiswadi has actually issued a forwarding letter enclosing the now infamous VCD on GOA FREEDOM STRUGGLE. The said letter bearing N0.ADEI/Tisw/V.Cd/d2004/493 dated 17.12.2004 directs the school Headmaster/Headmistress to show the VCDin your school,preferably on or before 19th of December 2004, thereafter a compliance report about the[viewing of the] above CD may be sent to this office to enable [it] to send the same to the Directorate of Education. Interestingly, a copy of the letter is endorsed to The Deputy Director of Education [Vocational], a post currently held by the Right Reverend Shri Anil Pawar, Auxillary Patriach to the Minister of Education, Shri Manohar Parrikar. 18 and 19 December,2004 were holidays [being Saturday and Sunday], so no queries could be raised by the schools about the VCD. Theirs was not to question why; theirs was but to do and comply. Hats off to the brave Headmasters and Headmistresses who refused to buckle down after previewing. But phishing attacks especially intensified in 2004, making them a very serious emerging threat that rides on the surge of e-commerce and e-banking transactions through fraudulent means, says a study conducted by anti-virus software specialist Trend Micro. What is phishing? Phishing means sending an e-mail that falsely claims to be from a particular enterprise (like your bank) and asking for sensitive financial information. Phishing is sending out a 'bait' in the form of a spoofed e-mail that closely mimics most bank notifications. The fraudulent mail is socially engineered to convince recipients to divulge sensitive information such as credit card numbers, PIN, social security numbers and some such information, says Trend Micro. 60% of all e-mail messages are spam! 30 PC viruses played havoc in 2004 Computer virus: 7-point warning for 2005 Some phishing mails include a legitimate-looking URL that actually conceals the phishing URL, or the site where the stolen information is stored, while some include an image, which when clicked, directs the affected user to the phishing site. How to be safe Trend Micro lists out the ways in which you can keep yourself safe from phishing scams: Be wary of e-mail messages that ask for personal or financial information such as user names and passwords, credit card numbers, and other sensitive personal information, especially those that are alarming and upsetting in tone. Do not click any links inside an e-mail that is suspected to be spoofed. Instead, go directly to the valid company's site then log on from there or call the company directly. Another indication is a padlock icon at the bottom of the screen, which when clicked, displays a security certificate. Just thought of sharing it among those new on the Goanet network, so as to celebrate a (oft-forgotten) sense of achievement in Goa's community worldwide, at this festive time of the year which many of you probably celebrate. -FN Goans are all over the world, doing all kind of things By Frederick Noronha Some helped build the steel frame of British colonialism. Others spent their lives fighting alongside their Black brethren against British and other foreign rule in East Africa. Some were cardinals, while others were Free Masons. From the tiny region of Goa came forth world-class men (and women) of medicine, super- cops, scientists and sculptors. And more. If you thought Goan achievers were just in a field or two, then check up their impressive list of achievements. There are names that pop out from the world of music, the military, economists, educationists, engineers, and even governors and ambassadors. This becomes clear in a recently-published book by octogenarian Dr. J.Clement Vaz. At 82, and despite living outside Goa for long, Vaz remains a Goaphile at heart, and tackles the task with keenness. Fortunately, author Vaz has undertaken this labour of love -- most books on Goa hardly rake in profits -- at a suitable point of time. Vaz's life spans colonial and post-colonial Goa. Had he not written it, many of these personalities would have been unknown to or forgotten by the generation of youngsters which don't have much contact with the past and can't read Portuguese either. Vaz has come up with an impressive listing. Early on, Goa gained a plethora of big names amidst the Catholic religious. There were two Cardinals -- Valerian Gracias in Bombay and Joseph Cordeiro of Pakistan -- and two Apolostic Nuncios. Eight archbishops of Goan origin have served in Bhopal, Delhi, Calcutta, Nagpur, and Agra, besides Goa itself. Vaz lists over three dozen bishops too, the latest being Filipe Nery Ferrao, who was consecrated auxiliary bishop of Goa in 1994. Later, people from this region went to excel in many other fields. Great men of science also have the made-in-Goa stamp on them. One of India's pioneer of the food-irradiation programme was Dr Norman Lewis of Goa. Other prominent men of science included medical practitioner Emidio Afonso, who was also a mini-sculptor, a violinist or an ingenious mechanic. Just out of his teens, he reconstructed with the simplest available material a simplified version of Sir J C Bose's crescograph, an instrument for measuring the sensitivity of plants. It was a Goan who discovered protozoa, parasites, microbes and viruses many of which bear the Latin name given by him followed by the name de Mello as the discoverer. Dr Froilano de Mello (1877-1955) was a research scientist of high caliber, a successful professor, a literary man, and an eloquent impromptu speaker. He did remarkable work for improving the health of the malaria-endemic city of Old Goa by mapping the entire area so as to discover the source of malaria. By 1927, this work was completed and over 18,000 wells with stagnant water were uncovered in the jungle that had grown where Old Goa existed two centuries earlier. He fought valiant battles against TB and leprosy. He was hailed as one of the foremost leprologists. Datta V. Naik (50), known as Kumar to his friends, is a product of St. Xavier's Mapusa who showed that youngsters given the opportunities in Goa can even receive a Certificate of Recognition from the US National Aeronautics and Space Administration (NASA). Remember the Bunsen burner from your chemistry lab? It was Goan scientist Agostinho Vincente Lourence (b.1862) who went to Germany to work under the famous chemist Bunsen. There's a bust of Lourence in the Lisbon Academy of Science, which stands besides Lavoisier and others. There's also a bust at the Municipal Garden in Margao. Abbe Faria's achievements in hypnotism are also too well known. Goa threw up renowned Indologists and were experts in studying coins. one such illustrious figure was Damodar Dharmanand Kossambi (1907-1966). Goa's supercops include the well-known Julio Francis Ribeiro, later ambassador to Romania. John Lobo (b.1921) was the Director of India's Central Bureau of Investigation. He introduced innovative features in the Bombay police, including its data processing unit, dog-squad, conviction index bureau and the like. He was Chief Security Liaison Officer to two prime ministers. Caejetan Joseph Vincent Miranda of Loutolim was director of the Anti-Corruption Bureau. Pass the word around! # ## A Judicial commission headed by Justice Pendse recently indicted Goa's former chief minister Luizinho Faleiro and Mr. Modassir, the then managing director of the EDC, of having committed gross illegalities and irregularities in the disbursing of loans in a financial racket involving about 100 crores of rupees. The Goa Government cabinet headed by the Chief Minister accepted the commission report and the Chief Minister was quoted as saying that strict criminal action would be taken against Mr. Faleiro and others indicted in this report. A look-back into India's past, post Independence, would reveal how India's rise and ascension as one of the World's Super Powers has been threatened by a series of scams, scandals and communal riots that have occurred since Independence. There were various commissions of inquiries that were appointed to look into such illegalities committed and crores of rupees of Public money was further poured into the funding of such inquiry commissions. Sadly, none of these commissions have gone on to achieve anything significant. To name a few, after the 1984 carnage in which about 4,000 Sikhs were massacred, as many as nine commissions and committees were set up to look into different aspects of the anti-Sikh pogrom. And despite there being overwhelming evidence against Congress heavyweights Sajjan Kumar, Jagdish Tytler and H K L Bhagat, no action, whatsoever, has been taken against them for 20 long years. Today, we see Sajjan Kumar back in business as a Congress member of the Lok Sabha and Jagdish Tytler is the minister for NRI affairs in the UPA Government. Then, there was the Srikrishna Commission of Enquiry which indicted Bal Thackeray and his Shiv Sena for instigating and engineering the communal riots that occurred in Bombay in January 1993 resulting in the deaths of hundreds of Muslims. Bal Thackeray, the Shiv Sena's Supremo, acted, observed Justice Srikrishna, like a veteran [military] commander. He ordered Shiva Sena cadres 'to retaliate' for Muslim protests against the December 1992 demolition of the Babri Masjid mosque in Ayodhya with 'organized attacks' against the Muslims. Today, the report is just another of the many White-elephants lying in abundance in our Country while Thackeray continues to roar and move around like a Tiger. More recently, in our own State, we had a commission that was set up to inquire into the shameless fake-ticket scandal that rocked the Goa Cricket Association. It needs to be recalled that the sale of fake tickets had caused riotous scenes, with thousands of fans stranded outside the Fatorda stadium during the one-day International match played between India and Australia. The Police had to resort to baton-charging the irate cricket enthusiasts who had paid for tickets but who could not be accommodated in the 30,000-seat Fatorda stadium. The commission found the former Deputy Chief Minister of Goa and GCA president Dayanand Narvekar guilty of being involved in the printing, distribution and selling of fake tickets. The Commission made several recommendations including that Narvekar should not be allowed to remain part of the Goa Cricket association. Narvekar continues to be the President of the GCA and has, more recently been one of the Chief Minister's personal Guests for all the 'IFFI ceremonies', 'bashes' and the 'parties'. There were similar inquiries and commissions that looked into various other scams that rocked the Country such as the 1000 crores Shares scam, the 650 crores Sugar scam, the 5000 crores Medicine Equipment scam, the 1200 crores Telecom scam, the 1336 crores Indian bank scam and the 1000 Crores Fodder scam. And the cruel irony is that, instead of taking stringent action, those indicted have been provided with plum posts and rewards instead. Laloo is today the Railways Minister, Chidambaram is the Finance Minister and Narendra Modi and Jayalalitha are the Chief Ministers of their respective States. In the light of these observations, it is therefore difficult to believe that those guilty in the EDC scam will pay for their sins and crimes. Why, because inquiry commissions that have been appointed have no powers of execution, they are not binding on anyone and they can be challenged in the court of law. They can thus in no way even remotely seek to deliver justice to those affected and will be used merely as political documents used to make political statements during elections and discarded as condoms thereafter. Sad, but it is true. The survivors of the anti- Sikh or the anti-Muslim pogroms or the Hindu-Muslim Mumbai riots, and those affected in the various other scams and scandals will continue to wipe their tears in

The Chief Minister was speaking as chief guest at the 43rd anniversary of the Goa Liberation Day celebrations held at Parade grounds, Campal, in Panaji, on December 19. Parrikar said his government in the last four years had succeeded in eradicating corruption and providing economic solace to the people of Goa. (GT) CM UNFURLS LIST OF PLANS: During his speech on Liberation Day, Chief Minister Manohar Parrikar appealed to the Goan public not to get carried away with the propaganda of the divisive forces who he said oppose the positive work of the government. Parrikar also listed the achievements of his government and specifically mentioned the Dayanand Social Security scheme and the Cyberage Scheme which he said provided economic solace to the people. (H) ARAMBOL TAXI OPERATORS FLAYED: Tourist taxi drivers from Madhlamaj, Askavaddo, Chopdem, Morjim and surrounding areas have condemned the action of the taxi drivers of Arambol in prohibiting them from ferrying tourists/passengers from the Arambol beach area. (H) POWER CUTS: PORVORIM IS WORST HIT: There has been no respite for Porvorim residents on the power front for the last few days even as the Electricity Department has been making efforts to normalize the situation in the area. (GT) PORT TOWN'S DEMOLITION MAN: The demolition man of Vasco, Deepak Naik (chairperson of Mormugao Municipal Council), who authorized the mass scale removal of the structures of hawkers, could now himself face the demolition of alleged illegal structures built in his own backyard. The association of hawkers and Vendors in Vasco, who were the target of MMC's demolition drive, brought to the Council's notice these alleged construction illegalities in the chairperson's residence. (GT) ACTION PLAN FOR SENIOR CITIZENS: The All Goa Senior Citizens meet cum rally held in Margao on December 19 in Margao demanded that the State policy and plan of action for elderly people in Goa should be implemented forthwith and periodically revised. (H) WOMEN'S FESTIVAL: The third women's festival was recently conducted at the Valpoi church grounds. About 300 women from all over Sattari participated in the various events. (H) KILLED IN MISHAP: Vincent Fernandes (55) a motorcyclist from Sancoale died on the spot in a collision between his vehicle and a pick-up truck near Five-Star workshop at Sancoale on December 19 afternoon. (H) MAPUSA - TOURS ABOUND: Mapusa, the commercial hub of North Goa, is the entry and exit point for many tourists and others visiting Goa by bus. Though nearly 70 buses on an average leave Mapusa daily for Mumbai, Pune, Hyderabad and Bangalore, there is no full-fledged inter-State private bus terminus at Mapusa. Since the last three decades, all inter-State private buses operate from the main road opposite the taxi stand.The inter-State bus stand is further infested with touts, who conduct their business of fleecing tourists with the tourist police turning a blind eye to the menace. (Jerry Santamaria in Herald) MARGAO - AN EYESORE: Margao's KTC bus stand at the city's northern entrance is an eyesore given its haphazard planning and overall congestion, one would agree. Things aren't any better at the far corner of the bus stand - housing the Mumbai-bound buses. The so-called temporary stand for Mumbai-bound buses has neither a provision for a shelter or shade, nor any facility worth its name. (Guilherme Almeida in Herald) PANJIM - INCONVENIENCE CONFOUNDED: For people traveling to Panjim, it is a nightmare. The bus used to originally halt under the Patto Bridge. Trudging across the main road to the KTC bus stop was a nightmare and any one wanting to travel to interior Panjim was at the mercy of the taxi and rickshaw drivers. Now with the four-lane road having been constructed from Patto Bridge to Campal, tourists arriving from outstation face additional problems. The bus stand has been shifted to the new Mandovi Bridge. (Bindiya Chari in Herald) DABOLIM - CHAOS ALL THE WAY: If you'd like to get a feel of the chaotic rush at the Mumbai railway station, do visit the Dabolim International Airport sometime between 1 pm and 5 pm. The Dabolim airport probably has the State's highest density of man and machine during peak times.

If Parrikar played host to the IFFI party on the Corjuem bridge, the GPYC has sought permission for holding a grand party for the Indian cricket team for three days, beginning from January 16, 2005. The Youth Congress would not mind if permission is granted on either the two bridges across Mandovi river, the Zuari bridge or the Corjuem bridge. (H)
