But within a year the nature and character of the crime seems to have undergone a change; it is no more only 'love rape,' but the rapists have been targeting minors. The new DGP, Mr Amod Kanth in a statement said that 50 per cent of the rape cases reported in the last year involved children. During the last two months not less than a dozen of rape incidents against minors have taken place. Though the police officials claim that they have been prompt in taking action to nab the culprits, the numbers indicate that rape, the most heinous crime against women in any civilised society is on the rise in the state. The minors are innocent, helpless and not so vigilant as adults. They become easy victims to the rapists. It is significant to note here that while in most of the adult rape cases the accused happened to be known to the victims, in the case of minors it was different. In their case, most rapists had no relation or close familiarity with the victims. There is still another difference between sexual abuse and exploitation of adults and that of the minors. While incidents of adult rapes are reported to the police( although even in these cases, many go unreported), a majority of cases in which minors are victims are hushed up since the family does not want to bring the matter out in the interest of the girl's future. It must be underlined here that rape of the minors has registered a rise in other parts of the country as well. According to nationwide crime figures, cases involving minor girls constitute about 50 per cent of the rape cases. And during last couple of years instances of child rape have outnumbered the number of adult rape cases. The minors suffer because they are vulnerable and ignorant. They can easily fall into a trap. The primary responsibility lies with the parents to provide the minor girls security and care and escort. The decline of the joint family system could be contributing in its own way to the rise in the crime against the minors. We are living in times when parents, whether from the poorer strata or the middle class, keep themselves preoccupied with the activities of their livelihood or profession, ignoring the questions of protection to the minors. It is time parents learnt to find time to provide protection to their minor children. In one of the rape cases that took in South Goa, the rapist took the girl away from her home, telling her that his wife badly wanted her company to cheer herself up and then committed the heinous crime. Couldn't her parents been more wiser and careful not to let her go. On March 7 last, a 10-year-old schoolgirl was gang-raped and done to death in Betul in South Goa. Unable to bear the agony and pain, her father also killed himself in his home in a case of self-immolation. On the fateful day, she was alone at home. Her father went to bring lunch from the shop his wife runs at the village jetty. On his return from the shop, he could not find his daughter. He and his wife were devastated later to discover her body in the crumbling shed outside. Had the father taken care to take her along or put her in the care of somebody in the house, the gruesome incident would not have happened. While the age group of victims is changing, there is a change in the age group of rapists as well. Until a few years ago, the average age of rape offenders hovered around 40-45 but now it is less. In 2003 across the country, 90 per cent of the people accused of rape of minor girls were aged between 18 and 30 years. It is also a fact that sexually explicit materials, accessible via internet and television, instigate younger people to sexually abuse and rape minors. The trend is no different in the state. Often the accused is found remorseless after having committed the crime. The reason behind the sudden spurt in cases of minor rapes is the culprits find it relatively easier to get away. It is easier to rape a minor since a child is vulnerable. A child can hardly resist a rapist, unlike an adult woman. Even the psychologists are of the view that the

According to the survey, 13.8 per cent owe money to government departments and the total dues amount to nearly Rs 8 crore. The survey reveals that MPs have criminal records, possess more wealth than one could imagine and MPs who do not repay debts or pay bills or for that matter do not beleive in PAN numbers. Why does it seem so difficult for India to become more investor friendly? Making it easier to go bankrupt does not sound, to me, a very sensible way to increase investment. I would have thought it is better to find ways of avoiding firms going bankrupt, but apparently I am wrong. According to the latest Development Report of the World Bank, making it easier to go bankrupt increases productivity. When inefficient firms put up the shutters and leave the market open to those who are efficient, market productivity can rise five times. Indian bureaucracy Anyone who has any experience of India's legal system and bureaucracy will not be surprised that the Bank has found it takes an inordinately long time to complete the complicated bankruptcy procedures here. Bureaucratic hurdles for investors must go, says India's PM Embarrassingly for Indian bureaucrats and diplomats, who tend to look down their noses at their smaller neighbours, it takes much less time to go bankrupt in Pakistan, Sri Lanka and Bangladesh. And the matter doesn't end there. When it comes to starting up new companies who are needed, among other things, to replace those going bankrupt and so achieve that increased productivity, India is bottom of the league again. It only takes 24 days to register a company in Pakistan, while in India it takes 89. The World Bank identifies corruption as the greatest constraint on investment in all South Asian countries, and in India there is a link between corruption and those delays in bankruptcy proceedings and registering a company. The delays come about because of red tape. China's example Red tape puts bureaucrats and politicians accounts in the black because it can only be cut with their agreement - which comes at a price. So for most politicians the more procedures the merrier, and the longer they take the better. The Communists, whose support is essential to the government's survival, instead of heeding the World Bank's advice have refused to allow its experts any say in economic planning India is particularly anxious to emulate China by persuading Indians abroad to invest, but one such potential investor told me: When I go to China or South East Asia there is corruption, but you get what you pay for. In India the situation is so complicated that there is no guarantee you will get what you pay for. He described India's corruption as inefficient. A few years ago, the government's vigilance commissioner put it differently, regretting the demise of honest corruption in India. The investment climate has improved since the early nineties, when India started to liberalise its economy. But the World Bank report shows India still has some way to go just to keep up with its neighbours. Communist objections The new Prime Minister, Manmohan Singh, a distinguished economist who pioneered economic reforms in India, has said bureaucratic hurdles for investors must go. The finance minister, an ardent reformer, is trying to do just that, while the industries minister is fighting to retain the hurdles his ministry has set up. The Communists, whose support is essential to the government's survival, instead of heeding the World Bank's advice have refused to allow its experts any say in economic planning. So, as the battle goes on, Indians continue to lose the jobs - and their government the tax revenue - the investment which goes to more investor-friendly destinations could bring.

The island is no longer an island as it is now connected to the mainland by a 50 metre broad thoroughfare built by dumping thousands of tons of rocks into the ocean. The thoroughfare or breakwater is 1.8 km. long. It was built to enclose the Binaga bay from the weather and build a deep water port for units of the Navy. The island is uninhabited except for about 50 domestic cattle which have become wild over the years and shy away from humans. It is possible that a few cattle were left over by the Portuguese, which multiplied over the past 40 years. The church(or more likely the chapel) of Our Lady of Brotas is in reasonably good condition, but there is nothing inside the chapel except the small main alter, dominated by the statue of St. Sebastian. The chapel looks about 100 years old, but is stated to have been built 1729. Surprisingly, there is not a single inscription inside or outside the chapel. I was given to understand that the other chapel on the island, built in the 16th century , is in complete ruins. It was not possible to approach it due to the dense undergrowth. Close to the chapel of our lady of Brotas are the remnants of the old Portuguese barracks and small mess. There are also a few pillboxes and rusted canons. There is no power supply on the island, so the Govt. has installed a few lamps powered by solar energy. There are 2 wells and a small reservoir of water on the island. I climbed to the top of the hill and saw the neat memorial built to honour the 7 sailors who died when the island was taken over in 1961. From the top of the hill, one gets a birds eye view of the Seabird project. Phase 1 of the project is nearing completion and it has changed the geography of the region forever. The poor children, mostly of immigrants, take up jobs in hotels, shacks, supermarkets and other commercial establishments. The late-night hours take a toll on their health and they finally drop out of school. The children of the nouveau rich, especially of those who run shacks, guesthouses or hotels are simply too distracted or too bored with studies. Despite the kind of work their parents put in, the feeling among them is explained as, if money is so easy to get, who needs to study?. It is some consolation that many children from both these categories end up in the open schools run by the government or NGOs. First, the have-nots. It is common for students, mostly of poor immigrants, to take up jobs as waiters, dish-washers, supermarket attendants, apprentice mechanics, etc, either to supplement their parent's meagre income or to substitute for an alcoholic father. According to the headmistress of Mark Fernandes Memorial High School, Calangute, Ms Flavia D'Souza, these students work well past midnight in the hotels or shacks but still attend school the next morning. They are unable to concentrate in class due to lack of sleep and some even complain of headaches, she said. Having experienced the heady feel of money, many drop out of school to earn money full-time, said Ms D'Souza, adding that last year itself, about eight students left the school and many of these were reported to have taken up jobs. On the other side of the drop-out crowd are the children of the newly affluent. According to a senior teacher from the Little Flower of Jesus, Calangute, many children of people owning guesthouses, shacks and other such tourism-related businesses are too enamoured of their foreign guests' bohemian lifestyles. In one season, their families make lakhs of rupees. I could not make that in my entire 15 years of service, said the teacher. She said with this easy money, comes motorcycles, mobile phones, flashy clothes, rings on the ears of young boys, who all want to ape the tourists. So aggrieved was the teacher, that she was moved to say: At least as far as our school is concerned, tourism, television and the Internet are not a blessing but a curse for today's children. The headmistress of Little Flower said around five students dropped out of the school last year. The headmaster of St Joseph's High School, Arpora, Mr Tomazinho Cardozo, says it is difficult to tell the exact number of students who actually drop out of school. Earlier, it was presumed that those who do not collect their leaving certificates had dropped out. But now students collect their leaving certificates saying they want to join another school. They then go and take up jobs and this is only known when other students inform the management. Last year alone, Mr Cardozo had requests from 17 students who wanted to leave the school. He advised them that to at least go to the government open school in Parra. Mr Cardozo says another reason why children in rural schools tend to drop out is because they have difficulty in coping with studies. In the open schools, they have to take only four subjects of their choice and may leave out difficult subjects like maths. Despite the perceived disparity in academic content, the SSCE certificate of open schools is equivalent to the SSCE certificate of normal schools.
