In his lifetime, he published hundreds of articles, wrote two books, and created some of the most enduring advertising. He was enterprising enough to set up one of the first independent advertising agencies in India, and was smart enough to get out of the business at a relatively young age to focus on his writing. He was a Goan who grew up in Bombay, but whose heart was always in Goa. Frank was my mother's brother. Growing up I always thought of him as the famous uncle. But later in life, I saw him for what he was: a great writer. Tormented, like most great writers. I didn't realize it is possible to really get to know someone only after they have passed away. With Frank, that's exactly what happened. Perhaps it's because I spent six months helping edit a book of all his writings, but more likely it's because once someone is gone it becomes easier to see, in broad strokes, what he was about and what he stood for. Time -- instead of blurring things -- can sometimes make things clearer. When I think of Frank today, oddly enough, I don't think of him as a legendary advertising man -- even though I know he was that. I think of him as someone who loved family, friends, writing, food and drink. I think of him as someone who found all of that in abundance in a place he loved more than any other: Goa. I think of him as someone who loved to write; and even though I know he wrote beautifully and passionately about everything from politics to business, I think he was at his best when writing about Goa. I remember Frank telling me about his book on Goa, as he was writing it. He said it was along the lines of 'A Year In Provence'. I do think that was an apt comparison, not just because it's a loose collection of humorous anecdotes about an idyllic place, but because in both cases, the authors have on-going love affairs with their respective places. (Coincidentally, Peter Mayle was one of the most famous advertising creative people in London before he chucked it up to move to Provence.) Frank Simoes' Goa was first published four years ago as 'Glad Season in Goa' and was on the bestseller list in India. I'm delighted that it is being re-released. I'm sure Frank would have loved the new name. If he was alive today, perhaps the name might have seemed presumptuous. But since he isn't, I think he has the permission to claim Goa as his own. I think he always did, secretly. But honestly, deep down, even a million miles from home, don't we all. If you buy one book about India this year, I'd suggest Frank Simoes' Goa. But that might be because I biased. We will grant accommodation only to those pilgrims recommended by respective parish priests or with valid identity cards, said Fr Savio Barreto, rector of Basilica of Bom Jesus. He said that despite the government recommendation against permitting devotees to reside in the Basilica, we are allowing them because it´s a church event. The Basilica, which houses the relics of the Jesuit missionary St Francis Xavier, is scheduled for dicennential exposition between this Sunday and 2 January. Over the years around 100 pilgrims have been occupying the corridors, some during the entire novena period, bringing along kitchen wares such as kerosene stoves, food, bedding and spare clothes. However, following the 21 October blaze, which engulfed the 1586 structure linking the Basilica, Church authorities have been warned by government security agency to ban devotees residing within the Basilica complex. The burned portion had a private museum with antiques, including one of the early coffins in which the body of the saint was kept. Timely intervention saved the coffin from destruction, but destroyed the two-tier wooden structure. This is a church event and we cannot stop devotees staying at the Basilica. By seeking a recommendation from the parish priest, we can be assured of, to an extent, the sincerity of the devotee. In any case, devotees will be thoroughly screened and registered, so that there´s control on them and unwanted elements are kept away, said Fr Barreto. The blaze was attributed to a short-circuit, but some citizens claim that the opinion of the Bharatiya Janata Party politicians were aimed at misdirecting the investigating team into buttressing their suspicion that an electrical spark triggered the fire. Detractors also point out to the timeliness of the blaze and the mounting attacks on minority institutions in recent years following the BJP-led government´s tenure in state politics. St Francis Xavier came to Goa in 1542 and made Old Goa his headquarters during his 10-year stint in Asia. Does anyone put even Rs 10 in the collection plate? As one priest commented sometime ago in one parish I visited, Don't make the collection plate too heavy with coins - notes will do nicely!. In our parish at Preston, it is common to see people bringing food-stuff (non-perishable) like cans of soup and long-life milk, toiletry consumables, etc. as part of their offering towards charity (these are then distributed to the needy by St. Vincent de Paul Society). There were many posts on the subject including several of mine. My posts on this topic reviewed the advantages of healthcare jobs and the dozen possible job-categories in the healthcare field. After devoting considerable time and thought process to those posts, I (succumbing to my weakness) cross-posted my writings on a local e-mail list in our town. The next thing I knew, a high-school jobs-counselor requested a presentation for their high school students. I did so last summer. Last week I received a call again from the counselor. He informed me, for the first time, that three students went into the radiology technology field. He requested if I could do another similar presentation next week. I also noticed at our hospital there were two new recruits in the department of physical therapy. They were Bosnians who immigrated to our town in the USA (five years ago) at the height of the Bosnian crises. It was so nice to see them and the benefit / services they will provide to our town - which has a chronic shortage of technical staff in the healthcare field. So cyberGoans can be proud of their indirect contribution to other parts of the world. Cross-pollination of ideas can do a lot of good to many. Regards, GL

Sources said that Doordarshan will beam the entire inaugural ceremony from morning to noon at all its stations all over the country. It will be available on Doordarshan News channel. The 16th deccenial Exposition of the sacred relics of St Francis Xavier will be inaugurated on November 21, with a solemn pontifical mass by Archbishop Patriarch Filipe Neri Fsrrao at 9.30 a.m. The mass will be held at the open space in front of the Basillica of Born Jesus, where a shamiana is erected. After the mass the sacred Relies of St Francis Xavier will be taken in a procession to the Se Cathedral. This will be followed by veneration and kissing of the sacred relics.On the feast day of the patron saint, there will be a solemn pontifical mass by His Excellency Pedro Lopez Quintana, apostolic nuncio,at 10.30 am. There will be masses in English and Konkani in the morning and evening. The Konkani masses in the morning will be said every one hour beginning from 4 am upto 9 am. In the evening there will again be masses in Konkani at 4 pm and 5 pm and in English at 6 pm. January 2, is the concluding day of the Exposition, There will be no veneration and kissing of the sacred relics on that day. The procession carrying the sacred relics from Se Cathedral to the Basilica, will be followed by solemn pontifical mass by Archbishop emeritus Raul Nicolau Gonsalves at 9.30 am. The Church authorities haws restricted pilgrims in staying at premises of the Basilica for fulfilment of vows if any. The pilgrims desiring to fulfill such vows and wish to stay at the precinct need to obtain permission from the rector of the Basilica much in advance.The government has also made special accommodation for the pilgrims in Old Goa and near by surrounding areas. The Goa Tourism Information Counters are to be contacted for obtaining information for booking.So as to avoid traffic congestions on road, the government has introduced launches and ferries from Panjim jetty to Old Gem and vice versa. The ferries will ply every one hour starting from Panjim at 5 am upto 3 pm and return trips from Old Goa will be from 8 am and last ferry service from Old Goa at 4 pm. In another four days, Goa will be poised for the beginning of the 16th Exposition of the Sacred Relics of St Francis Xavier and shortly after that the State will play host to the 35th International Film Festival of India. These are the two big events which will be watched all over the country and the world. Lakhs of tourists will descend on Goa either with religious fevour in their hearts for the Exposition or to watch the stars during IFFI. But the big question is are we ready? Yes, is the state of Goa ready to welcome the lakhs of devotees and tourists? Is the police all set to maintain a strict law and order situation and is Goas infrastructure set to meet the additional burden without putting the ordinary Goan to any great inconvenience? Already foreigners have started descending on to Goa. We can see them roaming the streets, half naked and zooming around the roads without care for the ordinary man. What are the police doing? Why are they allowing them to ride on the roads sans helmets? Are they so special that they cannot abide by the law of the land? Will this be allowed during the Exposition? Will the authorities allow half naked visitors to enter Goas most holy shrine and above all will these same visitors be allowed to partake in IFFI celebrations in this same half naked form of dress? That is not all! Already hordes of touts, vagrants and lamanis have descended onto Goa with the hope of making an easy buck off the foreigners. They are a nuisance at the beaches and at market places especially Mapusa and Calangute. It is nice of the CCP to get rid of beggars and stray dogs but will the government extend this courtesy to other Goans staying outside Panjim by alleviating them of this nuisance. If we wish to attract better class tourists, hosting events such as IFFI is not sufficient as these tourists will not spend all their time inside multiplexes and cinema halls. They will want to sightsee, shop and above all visit places of interest. And all this will happen outside the precincts of Panjim where there are no plans to clean those areas such as Calangute, Mapusa, Colva, Margao of beggars, stray dogs and touts. Then what do we do stop the tourists from going there? Yes, are we ready to a certain extent yes but to a larger part no? Because

King David had come a long way from tending sheep to being King. He was a shepherd boy from Bethlehem before he was called to the courts of King Saul. In today's reading we are reminded that when David traveled to the north to make an agreement with the tribes, their leaders remind him: We are your own flesh and blood. With his kingship established, kingship is conferred. David's reign had become a model and the image of a shepherd king best describes him. The Israelites hoped that someday there would be another shepherd king like their beloved king David. That is why the Church chooses this reading for this feast to suggest that Jesus of the line of David is that other great king. That man died for you In April 1865, the slain body of President Abraham Lincoln lay in state for a few hours in Cleveland, Ohio. It was on its final journey from the nation's capital to Springfield, Illinois. In the long line up of people filing by the body was a poor black woman and her little son. When the two reached the president's body, the woman lifted up her son and said in a hushed voice: Honey take a good long look. That man died for you. What that black mother said to her child can be said about Jesus by every mother of every child. Pointing to the body of Jesus on the crucifix, she can say: Honey, take a long, long look. That man died for you. And so Jesus is the King of Kings. He is the King of Kings not only because of who he is but because of what he did. Mark Link in 'Sunday Homilies' In the second reading Paul is writing to the Colossians to remind them of their loyalty to Christ. There were at the time some who were not satisfied with ordinary Christianity, they wanted something more sophisticated, more intellectual, more exclusive. Paul argues against that. God alone rules the world and Christ and those who believe in him, share his mastery over the world. Referring to the ancient custom of the victor nation transporting entire defeated populations to their own country, Paul reminds us that Jesus has transferred us from the kingdom of darkness to the kingdom of God. The letter goes on to share an awareness of Jesus as the king and judge of this world. Whereas all human beings are made in the image of God, he alone is the actual fullness of God. He is the beginning and the end of creation and He alone hold the world together. While the first two readings exalt Jesus as king because he was a descendant of David, the first king of Judea, the Gospel presents a very different picture of a lowly king, who is 'exalted' on the cross between two thieves. In fact his kingship is very different from our notion of King. What characterizes earthly kings is power, dominion, and glory, which is just the opposite of the Kingdom Jesus came to establish. Jesus himself acknowledged that he is king when he is at the mercy of others in his passion. He does not exercise power but is obedient unto death on the cross. The two types of kingdoms are contrasted right through his life, by those who accept and believe, and by those who reject and refuse to believe in his kingdom. When he is born 'he came unto his own and his own received not', those in power, those with authority felt challenged by him and refused to have anything to do with him, but the lowly shepherds, the simple and weak sinners accepted him. In his lifetime, he published hundreds of articles, wrote two books, and created some of the most enduring advertising. He was enterprising enough to set up one of the first independent advertising agencies in India, and was smart enough to get out of the business at a relatively young age to focus on his writing. He was a Goan who grew up in Bombay, but whose heart was always in Goa. Frank was my mother's brother. Growing up I always thought of him as the famous uncle. But later in life, I saw him for what he was: a great writer. Tormented, like most great writers. I didn't realize it is possible to really get to know someone only after they have passed away. With Frank, that's exactly what happened. Perhaps it's because I spent six months helping edit a book of all his writings, but more likely it's because once someone is gone it becomes easier to see, in broad strokes, what he was about and what he stood for. Time -- instead of blurring things -- can sometimes make things clearer. When I think of Frank today, oddly enough, I don't think of him as a legendary advertising man -- even though I know he was that. I think of him as someone who loved family, friends, writing, food and drink. I think of him as someone who found all of that in abundance in a place he loved more than any other: Goa. I think of him as someone who loved to write; and even though I know he wrote beautifully and passionately about everything from politics to business, I think he was at his best when writing about Goa. I remember Frank telling me about his book on Goa, as he was writing it. He said it was along the lines of 'A Year In Provence'. I do think that was an apt comparison, not just because it's a loose collection of humorous anecdotes about an idyllic place, but because in both cases, the authors have on-going love affairs with their respective places. (Coincidentally, Peter Mayle was one of the most famous advertising creative people in London before he chucked it up to move to Provence.) Frank Simoes' Goa was first published four years ago as 'Glad Season in Goa' and was on the bestseller list in India. I'm delighted that it is being re-released. I'm sure Frank would have loved the new name. If he was alive today, perhaps the name might have seemed presumptuous. But since he isn't, I think he has the permission to claim Goa as his own. I think he always did, secretly. But honestly, deep down, even a million miles from home, don't we all. If you buy one book about India this year, I'd suggest Frank Simoes' Goa. But that might be because I biased. Subject: IMPORTANT READ. Through a Rapist's Eyes (No Joke)PASS IT ON PLEASE... A group of rapists and date rapists in prison were interviewed on what they look for in a potential victim and here are some interesting facts: 1) The first thing men look for in a potential victim is hairstyle. They are most likely to go after a woman with a ponytail, bun, braid or other hairstyle that can easily be grabbed. They are also likely to go after a woman with long hair. Women with short hair are not common targets. 2) The second thing men look for is clothing. They will look for women who's clothing is easy to remove quickly. Many of them carry scissors around to cut clothing. 3) They also look for women on their cell phone, searching through their purse or doing other activities while walking because they are off guard and can be easily overpowered. 4) The time of day men are most likely to attack and rape a woman is in the early morning, between 5:00 and 8:30. 5) The number one place women are abducted from/attacked at is grocery store parking lots. Number two is office parking lots/garages. Number three is public restrooms. 6) The thing about these men is that they are looking to grab a woman and quickly move her to a second location where they don't have to worry about getting caught. 7) Only 2% said they carried weapons because rape carries a 3-5 year sentence but rape with a weapon is 15-20 years. 8) If you put up any kind of a fight at all, they get discouraged because it only takes a minute or two for them to realize that going after you isn't worth it because it will be time-consuming. 9) These men said they would not pick on women who have umbrellas, or other similar objects that can be used from a distance, in their hands. Keys are not a deterrent because you have to get really close to the attacker to use them as a weapon. So, the idea is to convince these guys you're not worth it. 10) Several defence mechanisms he taught us are: If someone is following behind you on a street or in a garage or with you in an elevator or stairwell, look them in the face and ask them a question, like what time is it, or make general small talk, I can't believe it is so cold out here, we're in for a bad winter. Now you've seen their face and could identify them in a line-up, you lose appeal as a target. 11) If someone is coming toward you, hold out your hands in front of you and yell Stop or Stay back! Most of the rapists this man talked to said they'd leave a woman alone if she yelled or showed that she would not be afraid to fight back. Again, they are looking for an EASY target. 12) If you carry pepper spray (this instructor was a huge advocate of it and carries it with him wherever he goes,) yelling I HAVE PEPPER SPRAY and holding it out will be a deterrent. 13) If someone grabs you, you can't beat them with strength but you can by outsmarting them. If you are grabbed around the waist from behind, pinch the attacker either under the arm between the elbow and armpit or in the upper inner thigh -- HARD. One woman in a class this guy taught told him she used the underarm pinch on a guy who was trying to date rape her and was so upset she broke through the skin and tore out muscle strands - the guy needed stitches. Try pinching yourself in those places as hard as you can stand it; it hurts. 14) After the initial hit, always go for the groin. I know from a particularly unfortunate experience that if you slap a guy's parts it is extremely painful. You might think that you'll anger the guy and make him want to hurt you more, but the thing these rapists told our instructor is that they want a woman who will not cause a lot of trouble. Start causing trouble, and he's out of there. 15) When the guy puts his hands up to you, grab his first two fingers and bend them back as far as possible with as much pressure pushing down on them as possible. The instructor did it to me without using much pressure, and I ended up on my knees and both knuckles cracked audibly. 16) Of course the things we always hear still apply. Always be aware of your surroundings, take someone with you if you can and if you see any odd behaviour, don't dismiss it, go with your instincts. You may feel a little silly at the time, but you'd feel much worse if the guy really was trouble. PLEASE READ THEN FORWARD THIS TO EVERY WOMAN YOU KNOW, IT'S SIMPLE STUFF

Blessed with a child after twelve years of marriage Jeevan was the happiest man. On his way to the bus-stand he was walking by the side of a busy road building castles over the future of his newborn son. Just then a groggy-eyed punch-drunk youth rammed his fathers Opel Astra into Jeevan from behind. The dreams he fancied were shattered along with every bone in his body. In a moment the happiest man was a dead man. Perhaps even stick-in-the-mud fatalists will deny that Jeevan had to die. And yet hundreds of innocent Jeevans are lost every year on the roads of this tiny state. Today nobody out on the roads is safe. Getting out and getting back home is something that can no more be taken for granted. The casualties are so high. About 250 people are killed and 2500 are injured every year. Every 36 hours one person dies from an accident. There is an accident every four hours in Goa. For once the statistics do not mislead. Everything said, public safety remains a non-issue. If anything, the authorities are extolling the virtues of personal safety. Their logic, which is conveniently limited to two-wheelers, is simple. If you want to secure your skull in one piece wear a helmet. The others, including four-wheeler drivers, commuters and pedestrian Jeevans, can go straight to hell via the highway. As more and more lives are lost in rapid succession on the roads one is left wondering if there are any laws at all to check these unnecessary and avoidable deaths and maiming. I happen to have the 1984 edition of Indian Penal Code (IPC) of India which I had bought for Rs. 10/- on a footpath in Bombay. I checked for the charges. Section 304A carries a maximum term of two years or with fine or with both for a rash and negligent act causing death but without intention to cause death. And the fine of Rs 2000/- is no more than a light slap on the wallet. To escape conviction for culpable homicide which carries a 10 year term under section 304, it is often the argument of defence counsels that if a person is drunk he is not in command of his senses, so how does he know he will kill someone? And what does the law have to say about drunk driving? Never mind. I find the IPC boring. If my knowledge serves me right the breath-analyzer reports are not admissible in a court. To formally book a drunk driver the police have to take him for a blood test. And as everybody knows the police would rather prefer to take a few extra rupees home than take an offender for a blood test unless he is not the obliging type. It is common knowledge that the deadly cocktail of alcohol and speed has caused innumerable deaths. If the authorities expect to take drunken driving seriously then they should initiate necessary amendments to the hopelessly antiquated laws to make drunken driving a serious offence punishable with a life term or death sentence -- exactly what they give to their innocent victims. However mere changing of laws wont help. What is even more vital is imbibing a sense of duty and social well being in our corrupt police force. Otherwise our police will handle the cases as they always do; a chance to make a quick buck. Steep laws will only go to facilitate their get-rich-fast drive. Yet it would not be fair to exclusively blame the cops for the malady of road deaths. The affluent parents are often the real culprits. The children pay the price for their parents indulgence. The school going teenager zooms off in a Mitsubishi Lancer on an evening drive. Of course he has money, loads of it, for a celebration of life. It is as if their parents want to announce to the world: Look, we are the rich and life is one big celebration. We are impressed and hope you shall not have the ignominy of seeing your kid as dead meat or comatose vegetable. But there is more to it than drunk driving. Some accidents are beyond the control of even sober drivers. Waterlogged potholes, the size of craters, become death traps when a normal rain turns into a flood for unsuspecting two-wheeler riders. You try to miss a pothole and is knocked from behind. Lucky if you survive. If not mince meat. The roads are too narrow and in unmotorable condition, roadsides are dug up with ditches left unmarked, streetlights dont work, road signs are missing and the corner traffic police is busy emptying a Gutka (tobacco) packet in his mouth. The dead-to-the-world civic authorities are as much responsible for road deaths and need to be made accountable for the pathetic condition of roads in the state. As things stand, it

But now a new precedent has been set by the government to undertake painting of a church. The church to get a new coat of white-wash is Mae de Deus Church in Saligao. Incidentally, it was the first church in Goa to get illuminated at government expense. The Church was illuminated at the initiative of the then tourism minister and Saligao MLA Dr. Wilfred de Souza under a central government scheme. The trend for illumination of churches and temples was started during the Congress regime more than ten years ago. Now, the BJP government has gone a step further to take care of painting of mae de Deus Church. The decision to this effect was taken at a cabinet meeting recently. Sources told HERALD that the Manohar Parrikar headed cabinet approved the decision as an exceptional case. The group was created with the aim of getting all the Goan Doctors together so that we could discuss health related issues concerning Goa and suggest measures to deal with it. This is an opportunity to share your experiences, discuss medical cases and probably initiate or suggest training programmes for Goan Doctors. Recently, the Rotary club of Birmingham in association with the Rotary club of Goa, had conducted a Prehospital Emergency Care course for the doctors in Goa. Dr. Peter Patel from Birmingham was instrumental in getting the faculty from UK to Goa. Very soon we will be training the police and fire services in Goa in Pre Hospital Care as part of the saving lives project. The e group was the idea of Mr. Rene Barreto who is based in UK. We hope to enroll as many doctors as possible. We will keep you informed with regards to the health related events in the State of Goa. Feel free to share any health related event that you think would be relevant to the group. The general public can also get their queries solved by the experts in the group. Third: I agree that there are many Goans who believe that there is nothing wrong with/in Goa and shoving the bad things under the carpet. Like Samir we have to be graceful and accept that not everything is OK. Please don't ask me what is wrong with Goa. Read my book Naked Goa. It is a rare book that includes the negative side of Goa. Or rather Goa as it is without all the frills of beauty and architectural heritage. Buses proceeding from Majorda to Margao via Betalbatim halt at unauthorized bus stops. Further, they proceed at a snail's pace inorder to pick up more passengers along the route. Commuters have no alternative but to suffer silently. Most of the bus-conductors do not wear uniform and some fail to carry the badge on person. Further, commuters are filled beyond capacity. Thus rules and regulations framed by the Road Transport Office (RTO) are ignored. Absence of traffic police along this route provides easy freedom to bus operators who act as per their whims and fancies. It is necessary to depute traffic police along this route in order to exercise proper control over the erring bus operators. Action needs to be initiated in above matter on top priority, so that commuters are assured a safe and comfortable journey on permanent basis. Introducing Kadamba Transport Corporation buses during peak hours on above route will definitely help in bringing some relief to commuters.
