My impression of Goa, on my brief visits there, is of a state that
colourfully exemplifies the pluralist nature of contemporary Indian reality.
As every holidaymaker knows, Goa is a warm and hospitable place with
something on offer to every visitor’s taste. Goa in the clutches of the
sangh parivar is changing into a place many of us would have some trouble
recognizing. Much worse, it is in danger of becoming an alien place to the
Goans themselves.

In recent times, Goa has been the setting for non-resident stalwarts such as
Vajpayee to air their version of double-speak. Much worse are the day-to-day
activities of the resident hatemongers who have no time for the nuances of
doublespeak. These goons, given to action rather than nitpicking ideology,
have been drawing a new and distorted map of Goa — through their attempts at
rewriting history, and their strategy of intimidating all those critical of
the BJP state government. Intimidation tactics have, of necessity, to bypass
basic democratic norms. This necessity has become even more visible after
the BJP’s defeat in the parliamentary elections. Now that there is no
anxiety to maintain any pretence of being part of a responsible government
in power at the Centre, the state government has unleashed its paranoia on
anyone who dares to criticize it. These tactics are perfectly in line with
the new resolutions of the BJP, post-defeat at the Centre. It seems, alas,
appropriate that Advani’s call to return to the “basics” was given in Goa.
Consider the recent spate of vandalization in Goa, the attacks and raids on
those perceived as critics of the powers that be, or on those seen simply as
“different”. The FDA, for example, carried out raids on the clinic and
nursing home of Dr Francisco Colaco, one of the co-founders of Lok Shakti,
supposedly on receiving a complaint from a woman minus surname and address.

The charges constitute an utter failure of the imagination: the woman
charges she found the nurses of the clinic asleep; she also saw “animals” on
the nursing home premises! Of course, while blundering in unfamiliar
imaginative territory, the raid-happy authorities forgot some of the basic
information they should have been mastering instead: the regulation of
nursing homes, particularly when they do not stock drugs, is the
responsibility of the directorate of health services and not the FDA.

At about the same time, the FDA also raided the popular Mongini
confectionery outlets. These raids were supposedly in response to a
complaint by a chai-and-eats shopowner who claimed to have found a cockroach
in a Mongini pastry he bought. Apparently, the tea shopowner himself runs a
one-room shop swarming with flies and cockroaches. The trouble with the
complaint as cause-of-raid theory is that even before the complaint in
Vasco, as many as five Mongini outlets across Goa were targeted. The only
difference seems to be that when the Vasco outlet was “raided,” a TV
cameraman accompanied the FDA team. And in case anyone should miss seeing
the pattern of intimidation and blackmail in vogue in Goa today, these raids
were only two instances: there was the example of the CID calling on
advocate Bernard D’Souza, a trustee of the Nitoll Jinn Trust, a trust
committed to fighting corruption at all levels of bureaucracy and
government. There was also the case of the attack on Mapusa hotelier (and
Congress block president) Mathew Braganza. That the vandalism in Braganza’s
hotel was no accident was innocently revealed by the law minister, Francis D
’Souza, in an interview: he was very clear that the decision to hold a
protest march against Mathew Braganza was taken at a meeting of the BJP at
which the chief minister was present.

Side by side with such tactics to silence criticism is the familiar attempt
to rewrite history. Having learnt its history at the feet of absentee
physics professor, Murli Manohar Joshi, the sangh parivar in Goa has been
working hard to invent a new Goan history, a history in which all traces of
Portuguese colonial influence is erased. Simply put, it appears that for the
RSS and its ilk in Goa, the link between “Portuguese culture” and Goa today
is Christianity. It’s the same old song of intolerance. The same old longing
for an India with one “pure”, homogeneous identity.

It is this longing that is behind the frequent vandalization of other
identities or symbols of such identities. For example: the Tonca Pillar and
the name plaques on the walls of

Hello Goanetters,
Parikkar is the best, I am not sure, well he may be a better one, but best? 
M, that is something to think about. I have had high hopes on him since 
I heard of his IT profession, but was crestfallen with the events taking 
place. With the IFFI I feel his IT profession was in Civil Engineering.  
Only wish he would help Goans in the best possible way, without 
differentiating them on religious grounds. The latest happening being of one 
Christian person, who has been operating a shop in Old Goa for some years, 
and this year that place has been given to another person of Hindu 
background. And Konkani awards given, there wasnt a single Christian in the. 
Hope Parrikar becomes the best chief minister for one and all, and not only 
for one community.

The other news is about Mr Reddy, promising Goans another transponder which 
will be used to broadcast konkani programs for a longer duration, instead of 
one hour which the present norm is, and if one has been watching these TV 
programs, I bet those who don’t know devanagri konkani, must be lost for 
words. I for one am lost with the words the presenters use. So hope the TV 
channel caters to all the Goans, and not only for the Devanagris.

Tim (I think) said that his friend avoids the goanet because the discussions
and the participants do not appeal to him.Obviously, he has a relevant point
as this IS the goanet forum and we would like more vocal members so its good
to know some of the reasons why we do not have more of them. You on the
other hand went on a tangent about your friend, his bigoted family and his

Inspite of the rising crimes in Goa against women and children due to the
intervention of Chief Minister Manohar Parrikar and the exposition of the
relicts of St Francis Xavier underway the infamous Ribandar Church
molestation case involving a minor girl seems to have been stalled.

With the Children's Court having started its sittings an application is
expected to be moved before the Court this week by the victim's uncle
praying that the Investigation Officer be directed to explain the status of
the case.

It may be recalled that though former DGP Amod Kanth and also the Director
of Prosecution had okayed the chargesheeting of Ribandar Parish priest Fr.
Newton Rodrigues, the authorities seem to have kept the whole case in
abeyance in a tactical move to oblige the request from Archbishop of Goa
Rev. Filipe Neri Ferrao, to keep the investigations in abeyance at least
till the forthcoming Exposition is over.

The Chief Minister's intervention has not come as a surprise and is seen as
a politically strategic move by Mr. Manohar Parrikar to woo catholic voters
from Ribandar who will now be part of his Panaji Assembly Constituency.

The investigation officer of the case Crime Branch Police Inspector Ezilda
D' Souza who ironically also hails from Ribandar had in a statement before
the Panaji Bench of the Bombay High Court on 16th September submitted that
the investigation of the alleged Ribandar Church molestation case was in its
last stage and that the charge sheet against Fr. Newton Rodrigues was being
filed shortly.

A contempt of Court petition filed against Inspector Mrs. Ezilda D' Souza
for not complying with her statement is pending before the Panaji Bench of
the Bombay High Court.

The molestation case had been one of bones of contention in the recent row
between Goa's former DGP Amod Kanth and the Chief Minister with Amod Kanth
taking a firm stand that law should take its own course and refusing to show
any preferential treatment to the accused priest.

It may be recalled that the Old Goa Police station had on 18th August 2004
registered an F.I.R against Fr. Newton Rodrigues based on a complaint from a
13 year old Ribandar girl that on the pretext of taking confession the
Parish Priest Fr. Newton Rodrigues took her to a room in the church and
molested her.

The molestation case is just the tip of the iceberg. Grave concern has been
expressed about the glaring moral and financial irregularities at the
Ribandar Church with even a widow of a Velim
seaman living in the Church premises with the priest. The seaman had
allegedly committed suicide infront of the Usgaon Church in November 1999
when Fr. Newton was posted there because of the illicit relation his wife
was having with Fr. Newton Rodrigues.

Believe me, I am sensitive to your issue, but
don't have an elegant solution:
 
1. If a Goanetter thought a dialog had gone on too
long, it would be his or her own opinion, not that of
Goanetters as a whole.
 
2. Re: the slow dial-up connections in Goa, it seems
to me this represents a business opportunity for
someone.  In a free enterprise society, every
inconvenience or inefficiency should be a business
opportunity.  I must put it on my list.
 
3. You are right that the US elections ended a month
ago, but you forget there is another one in a mere 47
months!  Sorry, Bosco, but I'm only half-kidding. 
Couldn't resist.
 
4. You refer to your friend who has avoided Goanet for
his own reasons.  I hate to tell you this but I have a
friend who has avoided Goa for his own reasons (mostly
having to do with marrying outside his caste -
a beautiful, highly educated and charming girl, but of
the wrong ancestry - and the family problems it has
caused).  It is perfectly OK for someone to feel this
way.  Doesn't mean the rest of us have to cater to
them.  People will tune in to Goanet or not just like
they tune in to their favorite TV programs or not.

I hope you and others can keep this dialogue a little more academic than
the thread about caste. I followed /studied your paper on the above
subject with great interest. But the last section (below) intrigued me.
I think you are a Sociologist not a Socialist. :=)) Please you (and
others) do not feel affronted by this because Socialism is a valid
political dogma.

Humans and animals will always exploit weaker-sections of the 'kingdom'.
As humans, we should use our superior intelligence to overcome our
animal instincts. But that does not always work (in everyone) and in
many aspects of our behavior and attitudes. India's Caste System (along
with British class system and American Racial system) is a form of
social self-preservation.

However what makes India's Caste System special (like apartheid and some
other forms of discrimination) is that it is religiously ENFORCED (other
forms being legally enforced). Hence these can only be corrected by
instituting legal mechanism including officially enforced and monitored
'preferential opportunities'. 

Economic disparity in society will always exist even under a socialist /
communist system. But this should not lead to exploit and humiliate
others which you describe. The new categories of discrimination you are
referring to in society are a reflection of (poor) social and religious
education (to respect others). Perhaps this should start with the old
and infirm of our own (group). Perhaps others too have confused economic
prejudice with caste discrimination. I am not defending it, I am only
explaining it. Look forward to your thoughts and that of others.

As we engage with questions of caste, new categories and forms of
exploitation and discrimination emerge in Goa. The Government has just
announced that within one month, through the use of its police force, it
hopes to rid Panjim of all its beggars and those who need to use public
spaces to defecate and urinate. I am sure there will be much welcome for
this move. But why one month? Because for the next one month Panjim
needs labouring classes who are doing up Panaji (so they are therefore
permitted to use public places). What happens to these new classes
(often called 'ghatis') after that? They will be banished from the city
so that it remains clean for the tourist who descend upon the city.

But can the city survive without labour? And who will clean the mess
left behind? Are those who build the city only meant to provide labour
and not to enjoy the benefits of their labour?
(It appears the Government of Goa has stated that since most labour in
Goa come from outside the State, i.e. are 'non-Goan', the Government
must not be burdened by providing them any social security or privilege
them as citizens of the State. Perhaps Goan labour who work outside Goa
would see a bell ringing here.)  And what about the beggars? They may
populate the surrounding villages and towns? I am reminded of Heidelberg
which is dressed during the day for Japanese and other well-oiled
tourists. By the night, Turkish immigrants are brought in bus-loads to
clean the city. By day, the immigrants are hidden in high rise colonies
behind the hills which protect the medieval tourist city from its
cleaners (and Germany keeps debating what to do with its Turkish
immigrants, granting them citizenship in ounces).

The point here is that Goan society is now slowly acquiring a new
section to exploit and humiliate and while we discuss caste among the
Goans let us also engage with the new modes of exploitation and
humiliation that are emerging. Saying they are non-Goans is just not
good enough. So were two centuries ago the people of the New Conquest,
who are now the majority in the Old Conquests, and so are the number of
Goans who eke out their living abroad making their contributions to the
society they have chosen or found themselves working and living in.

PANAJI (Goa), Dec 4: Make a film in a day, even if you're in your raw twenties. 
Don't be a hostage of bureaucracies and red-tape or even film-stars and 
financiers... sounds too good to be true?

Not just that, an experiment with hands-on mentoring for youngsters interested 
in films is promising you a 'world premier' literally hours after you put your 
film together.

At Goa's first-ever International Film Festival of India, a venture called 
'24x7 Making Movies' is giving some 40 Indian youngsters, aged 18 to 24 years 
old, the chance to put together a non-documentary film, with plot et al, 
against the state's scenic backdrop. 

Conceive it, shoot it, edit it and show it. That's h ow it's intended to 
work, according to curators of the event curators Dev Benegal and Anuradha 
Parikh. 

Film Director Dev Benegal, known for his films 'English August' and 'Split Wide 
Open', explains the concept: 24x7 involves making movies in a simple way, that 
allows anyone to make a film for free.

It aims to give a youngster the opportunity to enter tilms, without waiting 
for years, and the NDFC (National FIlm Development Corporation) or 
distributors. Not having to struggle in dealing with bureaucracies, red tape, 
film-stars and financiers, says he.


So, this team is offering cameras and editing backup for those just out of 
their teens, to shoot. It's not triviliasing the art of film-making. Making a 
film entirely in 24 hours (of a lengthy between 24 seconds to 24 minutes) is a 
most difficult thing, says Benegal.

So far, some 200 very-short films are being made, out of which 20 are ready. 
Each morning, the film festival screens these at a newly-built multiplex here.

We seem to be running into a major fault-line in the movie industry. 
Demographics are showing that people who go to the audiences are increasingly 
young. Yet the people who control the industry are in their sixties. So you 
have sixty-year-olds trying to act and think like a 24-year-old, said Benegal.

This is the second year such an event is being held, the first was at the Kala 
Ghoda arts festival, held in downtown Mumbai. 

We chose the temes of nature or violence this year. It's nice if you give some 
frame, otherwise it's too open and too loose, said co-curator Anuradha Parikh, 
a practising architect-turned-producer.

The mainstream bombards us with one set of actors and one set of stories. So 
we end up believing that there is only one way of doing things, and only a few 
stories to tell, adds Parikh.

Both urge that issues like money and financial success should not be the only 
criteria by which film-making talent among the young is judged. Everything in 
the world doesn't need to have a commercial side to it, but that's all we 
believe in nowadays, said Benegal.



Some 250-300 youngsters initially showed their interest, 150 applied. But with 
five cameras and six editing suits, we had to basically select 40 -- on the 
basis of their concept, not their background in film-making or lack of it, 
added Benegal.

He added: Worries about censorship are misplaced. The issue is control. Once 
you get the freedom, then it's amazing (how people don't abuse it). None of the 
youngsters here had to do the silly things that Bollywood needs to do to get 
the crowds in.

This concept's team claim that one of their movies had been shortlisted for 
Cannes, the prestigious French film festival. But they said it was too early to 
give details. You never know who might emerge from here, says co-ordinator 
Sopan Muller.

Nitesh Jain (19), Mahesh from Mumbai, Sukanya (22) and Robin D'Cruz from Pune 
were among those hopefuls of making it via this escalator they hope could give 
them a speedy leg-up. Five teams are from Goa, organisers said.

There's a team from Kerala. They've struggled to come here, to shoot in Goa a 
place which they don't know. That too, within a day. It's a huge struggle, 
said Dev Benegal.

Shyam Benegal took 14 years to make 'Ankur'. Would any of you wait so long to 
make a film, ask the promoters of this concept. (ENDS)

Can Miguel justify the generic abuse that he sprouts on Goa
University PhDs?

What is the reason? Can he justify with data that one has to be
foolish to do a PhD from Goa University or withdraw his arguments,
with apology?

huge pandal outside the Basilica of Bom Jesus on the occasion of the feast
of St Francis Xavier on December 3, Apostolic Nuncio to India, Rev Pedro
Lopez Quintana, said the secret of his success lay in working faithfully and
following God's plan. Stating that the saint's work and life was relevant
even now, Quintana said he (St Francis) identified with the poor and other
people in different situations, who saw him as a man of God and brought

PAKISTANI GOANS: The 16th Exposition served as an emotional home-coming and
reunion for several Goans settled in Pakistan. We are proud and happy to be
here, says Clifford Fernandes. Most of them have their families in Goa and
have maintained their links with them.After the Pontifical Mass, the
cheerful group stayed back to interact with other pilgrims and friends. They
seemed to enjoy every moment and happily posed for photographs near the
altar in the pandal. Though many of them conversed in English, they sang

ITALY LOOKS TO FOSTER CINEMATIC TIES: For countering the global challenge of
Hollywood cinema, Italy is contemplating efforts to produce interesting
movies, having social background, creating cinema circuit and also entering
into agreement over co-production with some of the countries. The ambassador
of Italy in India, Mr Antonio Armellini, told a press conference at Kala
Academy's conference hall, on December 3 that there was a need to maintain
diversity for non-US cinema to be able to interact the world scene. In view
of this, Mr Armellini said Italy favours strengthening ties to work together

IFFI NEEDS A 360 DEG TURNAROUND: As the debate between style and substance
rages about IFFI, the vote for the latter is getting stronger. The festival
has been a fantastic carnival. But has it been a great festival? (GT)

GOOD CROWDS, NOT SO GOOD FILMS, FACILITIES: The show goes on, as they say,
and the 35th International Film Festival has entered the fifth day, the
crowds are increasing and the outside entertainers are doing their thing to
the enjoyment of those who cannot see the films but the cineasts are not
having it so good with the poor films outnumbering the good ones. (Ervell E

JAZZY FUSION WITH THE BROWN INDIANS: The Brown Indian Band took the 35th
IFFI by storm with a performance that blurred boundaries: North, South and
West. The band led by bassist Colin D'Cruz, comprised Leonard Heredia on the
keyboards, Scott Armstrong and Yvonne Gonsalves on the vocals, Jayson Jones
on the Saxophone and Lester Godinho on the drums. The band was joined by
South Indian musicians including the celebrated S Harikumar on the Carnatic
violin, Ramdas NK on the Tavil and TR Parameshwaran on the Ghatam. (GT)

THE CANADIAN SHOWCASE: Atom Egoyan's Ararat, David Cronenberg's Spider,
Barbarian Invasions directed by Denys Arcand and Manners of Dying
directed by Jeremy Peter Allen are a few of the must see films at the
ongoing IFFI in Goa. Part of the package of ten features and a number of
documentaries, the films are being shown in the Spotlight Section at IFFI
