  I'm afraid I would have to disagree with the suggestion that Fr Cedric 
Prakash 
has rendered yeoman service in Gujarat. In 2002, when I was the chief 
publicist 
for the Congress Party during the state elections, I had the opportunity to 
meet Fr 
Prakash. I arranged as meeting for the Congress campaign team with him and his 
band 
of activists, mostly left-wing ideologues and jholewalas from outside Gujarat. 
Their 
behavior was boorish to say the least; they lambasted the Congress culture 
and 
told the Congress team that they were constrained to support it for the lack of 
options. My colleagues were shocked and speechless, wondering if the Congress 
needed 
their support or just how much of a difference Prakash and his band of 
activists 
would make to the outcome of the election.

  Later, in talking to other groups opposed to Narendra Modi and the BJP 
including the small community of Catholics in Ahmedabad, we learned that the 
activities of Prakash and his group were in fact a disservice, helping to 
consolidate support for Modi.  From several such groups, we heard that the 
activists 
aroused such ire that even those who supported the Congress were put off.

  Prakash and his band somehow seemed to convey that Gujaratis, as a 
people, 
were communal and that their work was a missionary crusade to help save Gujarat 
from 
the Gujaratis. They have become hate objects much like Medha Patkar over the 
Narmada 
Dam issue.

  I have a special concern for Gujarat in that I was born there as was my 
Goan 
Catholic wife. Fr Prakash and his group are seen as outsiders and their 
activities 
only served to facilitate Modi's clever switch from Hindutva to Gujarati pride.

  In view of the recommendation made in your digest of July 9, 2009 that 
Cedric 
Prakash be nominated for the Alternate Nobel award, I thought I'd share this 
information with your readers.

ANJUNA CONTINUES TO THIRST FOR WATER

Calangute, July 15


Residents of Anjuna and surrounding areas continue to be hard hit by water woes 
despite promises by PWD Minister Churchill Alemao.

It may be recalled that Alemao at a public grievance meeting here (Vagator) in 
March 
had promised to solve the problem of Anjuna residents immediately, but the 
residents 
are yet to get sufficient water to meet their daily needs.

The residents have been receiving dirty water, which was not at all suitable 
for 
drinking and other purposes.

During his visit to Anjuna, the PWD minister had promised prompt action in the 
matter. The officials who were not co-operative and were not people-friendly 
were 
suspended or transferred, but sadly, all of them are back in their original 
positions, said the residents.

Even now, we are facing the same problems connected to water supply. Perhaps, 
all 
the ministers have the habit of making tall promises, but do not keep their 
promises, they regretted.

at a 
Guest House in D'Mello Vaddo where I questioned him thus:


Until yesterday, there was not a drop of water in our tanks but just because

were arriving today, this morning all our tanks got filled. Does this mean we 
have 
to call you every time there is no water supply?

Churchill promised to visit Anjuna in May 2009, but he never came because he 
was 
tied-up trying unsuccessfully to get his daughter, Valanka nominated as the 
Congress 
candidate for the South Goa Parliamentary seat.

Panaji : Goa has borrowed a law from Punjab for safeguarding the property of
Goans working or settled abroad, the state's commissioner for non-resident
Indian (NRI) affairs Eduardo Faleiro said Friday.

The Goa Buildings (Lease, Rent and Eviction) Control (Amendment) Act, that
came into force in June, was largely modelled on the East Punjab Rent
Restriction (Amendment) Act which allows NRIs to recover possession of their
rented premises through speedy summary trial, Faleiro told media persons
here.

Former Punjab chief minister Amarinder Singh had suggested the legislation
to me, which I forwarded to the state government. This law will certainly
help to safeguard the property of our Goan brothers who are working or
settled abroad, the former minister of state for external affairs said,
noting that Punjab had the best measures in place for dealing with NRIs.

Earlier they (NRIs) would have to wait for longer periods of time demanded
by the conventional judicial process. With this amendment, the cases are
summarily heard by the Rent Controller's Office and there is no appeal,
Faleiro said.

He also said that his department in consultation with the state government's
law department had drafted a Goa (Non-Resident Goans) Welfare Bill, 2009, by
which a fund would be created for payment of pension to members who complete
60 years and provide financial assistance to members who are unable to work
for more than two years at a stretch.

We expect this bill will be introduced in the forthcoming session of the
Goa assembly. The fund will be created with the help of a government grant
as well as a small contribution from NRGs wishing to avail this facility,
Faleiro said.

He sought to refute reports that the economic recession was forcing a lot of
Goans settled in the Gulf countries out of employment. These reports are
unfounded. The global recession has hit the automobile and construction
industry in the Gulf, but few Goans are employed in these industries, he
said.

Eric provided solace only to one side. Indeed, he extended my position further

1) Even I had the same questions after seeing the video
and thought that if the communication
of the terrorists with the masters was cut, then lives would have been
saved. Going by the video, the controllers of the terrorists appear very smart 
and prepared and surely they would
have taken care of the eventuality that communication would be cut.
So, may be they would have instructed the terrorists that if there is no 
communication,
kill every one that comes in sight.

2) I was amazed to see how important the controllers considered the media.
In fact, the whole show was to hog the world media, and the media just
fell in the trap. There is an immediate need to come up with laws
regarding media coverage showing such events. This is important in
the national interest, and public opinion has to be built for this.

3) This video should be widely circulated and seen by every Indian to
see the real face of the controllers as well as see how smart they are.

4) As to our preparedness 8 months after 26/11, your guess is as good as
mine.

Well, I did state Curious to notice there are no quantities given..  Also, 
the items were listed in the singular. You may be quite right in saying what 
you have said, and indeed there could be a number of those instruments bought 
for a number of troupes. 

In this respect, wouldn't it have been better for the reporter to state n * 
Instrument_name  @ Rs   rather than just Instrument_name Rs ? 

Some more research is required here on part of the lion.

Are you suggesting that the Congress should be taking a soft
Hindutva line, as it has been doing sometimes in the past (1984,
Babri Masjid locks, anti-Sikh riots, Ramayana-induced religiosity via
nationalised television, and on a number of other issues including
under the Digambar Kamat secular regime in Goa)?

While the secular lobby has been sometimes blamed for alienating
religious Hindus with their strong campaigning, it is also true that
the Congress itself has allowed itself to become a vehicle of
promoting a softer form of communalism (sometimes, multiple
communalism, as see in the North East, or the Bhindranwala phenomenon)
while cloaking itself in secular clothes. This can be lethal too.

There has been some study (if I recall right) of how the logic of
upper-caste dominated Gandhianism in the Gujarat of yesterday has lent
itself to grow into the blatant communalism of today.

I think there is space for the stands that a Cedric Prakash takes,
which to me seems to come more from a commitment to a sense of justice
and human rights than mere I-have-to-protect-my-coreligionists kind of
approach.

Right livelihood or nothing, Prakash has made his mark. Btw, I'm
curious to know if Prakash has a Goan expat connection (we started
talking about Bandra, etc when we once met, but didn't have the time
to complete the conversation!) FN

BEFORE FLOODS

?? Be aware of the potential flooding spots in your ward/area
?? Keep all emergency contact numbers handy for immediate use
?? Identify and visit elevated areas in and around your home as places of 
refuge 
during
floods. Consult and involve local authorities and neighbours
?? Keep 'Family Emergency Kit' ready (Refer Page No.2)

DURING FLOODS

?? Turn off all electrical appliances in a flooded area
?? Stay away from Power lines
?? Avoid contact with flood water - it may be contaminated
?? If stranded in a vehicle, leave the vehicle and move to a higher land
?? Don't drive through flooded water
?? Avoid unnecessary calling on emergency contact numbers
?? Don't spread rumors
?? Don't walk through moving water. Six inches of moving water can make you

This is for the benefit of the Few Ignorant Anti-Goan Critics who have
conveniently, not yet understood the difference between Gulf Non-Resident
Goans and Goa’s migrants. See following facts on Gulf Non Resident Goans
(NRG’s)  Goa’s Migrants:



 (1) Gulf NRG’s are “only temporary migrants”  with hardly any scope for
citizenship i.e. (A) No political/voting rights to influence local
identities and we work on time bound job permits; renewable subject to the
local country requirements. (B) Land in some countries e.g. UAE, can only be
bought on fixed year leases (which now also is being diluted) i.e.
non-locals can’t permanently own land.



(2) Gulf NRG’s unfortunately left Goa; mostly due to no opportunities at
sustainable pay scales. Root cause is the corrupt government  no public
pressure to address the same.



(3) Yes, Goa need reasonable amount of migrants but then we also need a fair
 just migrant control policy; subject to requirement. It should include
decent but temporary housing facilities  fair health/welfare/other
benefits; these suggestions will treat  respect migrants much better, than
being done today.



(4) It is common knowledge that un-necessary destructive development; like
the mega-projects are significantly increasing un-necessary migrants into
Goa. Surely stopping of the mega-projects will significantly restrict
migrants into Goa. Also many MLA’s facilitate slums for vote banks;
addressing of which, will also restrict migrants.



(5)  Many NRG’s target specific issues affecting Goa’s Identity i.e.
Mega-projects, uncontrolled migrant influx, Konkani, Goan employment,
Corruption, etc; which are also opposed by Goans in Goa; So “If Gulf NRG’s
support the same, does it make these serious issues a non-issue?” Also, most
NRG’s have strong Goa links i.e. Families, homes, businesses etc and could
return; so they must speak out  act for Goa now!!

It is unfortunate that Fr Ivo a man of letters and reading has condoned the 
practice of exorcism. Some years ago, I attended a retreat at Potta, that 
center of miracles and was horrified to see a Mass of Exorcism being conducted. 
The congregation was told that they were not to look at each other nor were 
they to assist anyone who may seem to require their assistance.

There were in the congregation a gaggle of teenage girls. My mother and I had 
seen them during the days prior, a noticeable bunch in the way, young girls 
are. Two or three from this group went into convulsions during the mass. 
People, as directed ignored them thinking they were being exorcised. My mother 
being a nurse rushed to their help.

To me it is criminal to suggest possession by an Evil One. Most of these 
extreme cases suffer from deep psychological disorders that require clinical 
treatment. Others are the power of simple auto-suggestion. If indeed, in this 
day and age we believe in possession, we must ask ourselves some honest 
questions. Why would the Evil One inhabit puny human bodies which are in no 
position to help him in his plan of world-wide dominion. Secondly, if the Evil 
one inhabits bodies then the converse must also be true and a battalion of 
angels can possess bodies as well. This never seems to happen. 

This medieval idea of exorcisms and witch-hunts has gained some traction in our 
time because it has been popularized by Hollywood in movies such as the 
Exorcist. Understandably Hollywood has a buck to make by feeding into our most 
primal fears but for our clergy to sell this as a bill of goods is doing 
humanity a dis-service.

equipment.  Neither did they have night vision goggles, or equipment that can 
identify a human in a building from body heat.  Heck, they did not even have 
properly fitting bullet proof vests or automatic firearms.  The police at VT 
had WW-II-era bolt action rifles and ran away when the firing started according 
to the Goan photographer.  All this is unacceptable for a technologically 
advanced country like India which is a target of suicidal terrorists every few 
months.

The large Indian cities need to have specially trained and equipped SWAT teams 
as part of their police forces like they have in the west.  I hope they will in 
the future.

I also hope the Black Cat commandos have been dispersed around the country so 
they can be at the scene of an incident much sooner than they were able to in 
Mumbai.

Well, finally they did establish a special SPG/Black Commando unit in Mumbai, 
fairly recently.
Till November of last year, it was the Politicians that felt the need for 
protection by these
elite commandos! Millions are spent in protecting these good for nothing 
politicians.

Unlike in the US, where each town/city has its own SWAT team, India and its 
politicians
only thought about themselves! Even if Indian cities do get SWAT teams, I am 
not convinced
that they will be protecting the general population.

A lot of political considerations also go into setting up these SPG/Commando 
units. Bangalore
was refused a unit by the Home Minister in Delhi. Is Bangalore any less 
vulnerable? I felt that
it was because the Government in Karnataka was not run by the Congress!!
Karnataka government then decided to setup its own commando unit. That made a 
lot of sense.

I believe that only the 4 major cities have been designated to get the commando 
units.
General police forces also need new equipment, not those antiquated rifles.

About the November '08 attacks, I was appalled by how Mumbaikars were so keen on
getting close to the action! The police had no control over how close to the 
Taj, the
general public was. The rule of law and the police need to be respected.
In Goa, no policeman gets any respect at all, being 'dismissed' as a 
'Sakharam'! Such a 
thing would not happen in the west. Not sure if that can be remedied.

During the uprising in Punjab in the 80s, the police force there also was 
fighting the 
terrorists with these rifles! Julio Ribeiro restored some parity by arming the 
Punjab
Police with modern equipment.

I don't think it's fair to condemn or criticise someone for their
religious beliefs, however bizarre these seem to us, specially when
they don't affect us!

The Catholic Church revised the Rite of Exorcism in January 1999,
though the traditional Rite of Exorcism in Latin is allowed as an

physical body, and involves prayers, blessings, and invocations with

retro satana. In the modern era, Catholic bishops rarely authorize
exorcisms, approaching would-be cases with the presumption that mental

Goan newspapers have been religiously giving extensively coverage to some of
the Goa's burning issues like to now scrapped SEZ's, Gram Sabha meetings in
the villages and mega housing projects, stirring public opinion against
them. But the industrial and housing developments which threaten the fragile
the eco-system in the state are not just the concerns of the Goans based in
Goa but is a hot-bed of discussion in cyber space.
Goans detached from their motherland have set up their own blogs to give
rant to their emotional outbursts. No wonder you find words like “Kelem
tukam ani zalem makam (I did it for you bit it happened on me) Korta tea
mapan bhogta ( You pay in equal amount), Chor (robber), Ghanttis (migrants).
Rostad Bhattkars, Mundkar Kaido (landlord-tennat law), Kombiancho ani
Dukrancho Gudd (chicken and pig house) Kumau (toloiet), beiman (
unfaithful), such words being regularly used by the bloggers to give went to
their feelings.
The Konkani words which every Ladru and Pedru in Goa uses in their
everyday conversion to express disgust, apathy and other emotions, a
language which a man on the street is very much familiar.
And Calangute-born Kuwait-based J. Veronica Fernandes, is one such blogger
who has been used Konkani words to good effect to stir up emotions and give
went to his anger to the sorry state of affairs in Goa.
With at least one hard-hitting post in a fortnight, Fernandes who has been
writing for some of the Konkani periodicals and newspapers based in Goa from
Kuwait for the last several years, has earned the ire of some of the his
fellow Goans, both in the Gulf and back home.
 We the non-resident Goans residing in the Gulf and in the West cannot
remain as silent spectators. Our Goan associations especially village based
must work hard and try to purchase land and properties from their villages
and localities. Land is fixed and gradually it will come to an end. Instead

because as Fernandes says: West-settled Goans can do much better to save
Goa. But will they? Will they wake up now atleast? Or they will organize
empty talk Conventions only? Otherwise expatriate Goan Associations and Goan
Conventions “ghalat dobean”(put them in a throw away box).
 It is useless talking of Goa and Goans from outside Goa and having Goan
conventions when we are not doing anything to save Goa from extinction. We
must not allow even our “Kombiancho ani Dukrancho Gudd” (chicken and pig

disillusionment towards activists who claim to be fighting for various 
left-wing and right-wing causes. The following excerpt is particularly

The only fear is while sleeping in the night, some keep the mouth
open.  By chance the house (domestic) lizald fall from the ceiling,
driectly into that person's mouth, then there is a problem.  Most
Bombay bred and buttered girls who have the habit of sleeping this
way, might have a nightmare when they visit Goa houses!!

Aslo roumer has it hat, if this creature falls into food, the food
should not be eaten (poisonus or mere unhygenic, I do not know.)  But
his lizard has the ability to re-grow it's tail, if it somehow gets
cut!!

There was another kind of wild lizard, who used to turn it's gills to
red, especially when he saw young ladies!!!

Fund to mitigate NRI Goans' sufferings

The NRI Affairs Commission has proposed to institute a welfare fund to mitigate 
the 
sufferings of Goans who are duped or lose their jobs overseas, especially, in 
the 
oil rich Gulf countries.

Towards this end, the Commission has drafted Goa (NRGs) Welfare Bill, 2009.

NRI Commissioner Eduardo Faleiro told a press conference here on Friday that 
benefits of the fund would be available to NRGs who become members and 
contribute Rs 
300 per month for not less than five years. The Bill is likely to be tabled in 
the 
House this Assembly Session.

The government will provide a two per cent grant to the fund vis-à-vis 
contributions 
by NRGs. Besides, grants from the Center, panchayats, municipalities, private 
organizations, and individuals are also welcome, he said.

The fund would be used for paying pensions to members who complete 60 years of 
age, 
family pension on death of a member, financial assistance to members who become 
unable to work for more than two years, medical treatment and other purposes 
related 
to the welfare of the NRGs.

Meanwhile, the Commission has recommended amendments to Goa Registration of 
Tourist 
Trade Act, 1982 so as to bar travel agents from doubling as recruiting agents 
unless 
they are registered with the Protector General of Emigrants.

Faleiro said the government has accepted their proposal and the required 
amendment 
would be introduced in the forthcoming session of Goa Assembly.

According to Goa Migration Study 2008, released recently, some recruiting 
agents 
illegally charge exorbitant fees and offer terms of employment, which are 
unrealistic, which they know, are not going to be honoured.

There are about 20 cases filed against recruiting agents for cheating people, 
however police investigations in the cases has been rather slow, he replied.

The office of NRI Affairs Commission has been regularly following the cases and 
randomly checking the advertisements published in newspapers by agents. There 
are 19 
registered agents in Goa, he said.

The agent has to publish his licence number in the newspaper advertisement.

From Punjab: Goa has borrowed a law from Punjab for safeguarding the property 
of 
Goan NRIs, Faleiro said Friday.

The Goa Buildings (Lease, Rent and Eviction) Control (Amendment) Act, that came 
into 
force recently as reported by his paper last week, was largely modelled on the 
East 
Punjab Rent Restriction (Amendment) Act which allows NRIs to recover possession 
of 
their rented premises through speedy summary trial, Faleiro, a former Union 
minister 
of state for foreign affairs, said.

Former Punjab chief minister Amarinder Singh had suggested the legislation to 
me, 
which I forwarded to the state government, he said noting that Punjab had the 
best 
measures in place for dealing with NRIs.

Earlier they (NRIs) would have to wait for longer periods of time demanded by 
the 
conventional judicial process. With this amendment, the cases are summarily 
heard by 
the Rent Controller's Office and there is no appeal, he added.

In Goa, for protection use the Police. However the latter, is more in terms
of the Police being misused or pressurised, by Political-Builder-Mining-Land
Sharks network to intimidate genuine protestors; so as to protect
crores/lakhs of rupees of illegitimate income  other benefits.



For instance in the Salcete Taluka of Goa, There are Specific MLA’s  who in
co-ordination with their corrupt colleagues, at village panchayat’s and
elsewhere in the village; use the Police to intimidate and subdue any
opposition to their illegal/corrupt ways. Quite a few activists have been
slapped with False Police Cases and in many instances specific MLA’s send
the Police to the residences or work places, of Specific Activists for
intimidation into submission!! I appreciate that some times, the Police have
no other option, but to entertain these coercive requests.



However in a Democratic setup, citizens can stop this domestic terror; some
options are:

(1) People must speak up against such terror tactics via the media  other
avenues; we can no longer remain silent. The following quote by Martin
Niemöller (1892) should give all of us, enough reason to do so: “In Germany,
they came first for the Communists, And I didn’t speak up because I wasn’t a
Communist; And then they came for the trade unionists, And I didn’t speak up
because I wasn’t a trade unionist; And then they came for the Jews, And I
didn’t speak up because I wasn’t a Jew; And then... they came for me... And
by that time there was no one left to speak up.

(2) Affected Activists must approach Human Rights Organisations; India/
International

(3) Alternatively, affected activists can get united and file strong
lawsuits that should be well publicized in Goa, India  even
internationally; if necessary these lawsuits should even go right up to the
Supreme Court of India.  And to re-iterate again, the lawsuits must be
wellpublicised; both India  Internationally
!!
