[Goanet] Move Out Or Be Kicked Out
Move Out Or Be Kicked Out Congress spokesperson and Deputy Speaker of the Goa Legislative Assembly Mauvin Godinho says that the people of Goa are like the majority of children who do not want to go to school. If Mauvin's children do not want to go to school it is his problem but most of our children love to go to school, even my two and half year old grand son cries early in the morning to go to school, what has Mauvin got to say to that ? For the kind information of Mauvin Godinho today majority of the children love to go to school. Mauvin Godinho also says that his party will stand with the views of the people, if my memory serves me right was it not the people's participatory process that highlighted the anomalies in the initial of RP 2021 drafted by his peers and rejected by the people who further proposed what they wanted in the RP 2021 ? if these were not the views of the people, what other views is Mauvin Godinho talking about ? In the participatory process people had already logged their complains, grievances, objections and suggestions to their respective villages RP's and what other suggestion does Mauvin Godinho wants ? If his party cannot understand or does not have the will to do what the people suggested in the first place than it would be better for his party to make way for others who would be willing to do people's will. Mauvin Godinho also says that most of the expectations and aspirations of the people will be made part of their party's election manifesto. Can Mauvin Godinho tell us what or which promises the Congress has fulfilled form any of their previous elections ? Secondly elections are long way off and people are seeking changes in the RP 2021 now and today. I would like to assure Mauvin Godinho that Goans are sensible and educated people and know the value of a Regional Plan but his party in all earnest should come up with a Regional Plan that will benefit Goa and Goans and not come out with one that will be detrimental to Goa and Goans and if the current impasse continues and his party remains adamant in destroying Goa and Goans, frustrations will certainly rise and his party-men can expect a lot more than just shoes and thappads. Like Mauvin Godinho pompously said Congress may not scrap RP 2021, but be assured that the Congress Party will certainly be scrapped from Goa at the next elections and finally let me remind Mauvin Godinho that just because Goans have elected imbeciles like him and his party-men in the past, it does not necessarily mean Goans cannot and will not change and vote them out. Mauvin Godinho, do not for a moment think that you are He, just because the first three alphabets of your surname say it, please do not flatter yourself, you and the Congress are not invincible and the sooner you'll realize it the better it will be. Goans have surely had enough of you and the Congress and so be ready to move out or be kicked out, it's your take ! Hi Eugene, I think this entire engineered debate was a conspiracy to get unsuspecting you to read Selma's book. Finally! [Goanet] Konkani Amchi bhas - full stop - by Rose Fernandes
Dear fellow goanet readers A well known actor/comedian in the United Kingdom recently described London as no longer English. On my way home from work, as I travel by bus, observing fellow passengers around me, he was quite right of course. However this bus journey also brought home some interesting truths. Most, if not all of the passengers on the bus, spoke in their native tongues. Whether it was to each other or on their mobile phones, I certainly could not understand a word of what any of them were saying. Even mothers spoke to their children in their native tongue. What makes communities from around the world, now living in the United Kingdom, so proud of their language? Do they see their native language as essential to their sense of belonging and therefore have never given it up? So why is our community so different? Moving from these shores, let's take a look at the French, they are delighted to hear any tourist attempting to put together a few words of French however grammatically incorrect. The fact you tried matters more to them. If you spoke to a them in English, they would frown on you but would happily start a dialogue with you in Konkani even though you would not understand each other but somehow got the message across. Often, I have questioned, how it has come about I can't read, write or speak Konkani very well. My origins are from Goa, both my parents come from the same village Saligao. Most of my social time was spent with our community. Was Konkani not spoken in this closed environment, and if not, why not? At least I can thank my father's mother for my limited knowledge of Konkani as she didn't speak any English. I have brought this matter up several times with my mother. Even when she has conversations with her friends, all of whom speak fluent Konkani, why do they always converse in English? At the centre of this, it could be that our parents saw the reading, writing and speaking of English as essential for our future and thus the need for it to be spoken at all times. Who knows? Today I feel all this obsession about speaking proper English still continues and quite frankly it has to stop. And it has to stop now this day, this hour, this minute. The English language needs to be compartmentalised as useful and needed by some of us to sustain our livelihood but not given the status of being superior or above all else or as our parents viewed as fashionable and our future. We need to follow other communities and be proud we have our own language, Konkani and feel comfortable using it in public. Konkani is not just our mother tongue. It is at the heart and essence of who we are as a community. The meaning of words, phrases and sentences are unique to our culture and completely lost when translated into English. What about all our songs. Take the example of the lovely Konkani wedding song blessing the bride and groom, this just wouldn't be the same in English, would it? In the United Kingdom the freeze on Konkani has started to thaw. Over the last few years, I am delighted to see Konkani in our cultural events springing back to life as more of it is being spoken here. The beautiful singing of Konkani hymns at the recent 84th Commemoration Mass of Fr Agnelo attended by over 500 of his devotees was a real testament to our finest, talented musicians based in Southall. It is not just the new arrivals from Goa, even those who have never spoken the language before are starting to say a word or two. Its a sure shift back to our roots, or may be the recognition that now it is time for us to stand up, claim back the language of our birth right and show that in time all will not be lost. I think now I recall the name---Arthur Koestler, and it would have been somewhere in the 70 s, I think. I can see that you must have quite a story yourself. Did you ever happen to run into a couple by name Lannoy---Richard and Violet (Dias). They spent a good portion of the seventies in Paris, where I guess the going was tough---both of them social and artistic 'idealists' living from hand to mouth. Violet was first cousin to my wife (Germana Dinis) and to Bemvinda Dias, who taught at the Portuguese Secondary School at Panjim Althino. Mr. Pinto has given a better journalistic account than might be found in any of the newspapers. Truly, the story must be disturbing for many of us, and there are so many unanswered questions. But, I feel that we will be seeing more of the same, as people begin to become accountable for their own lives throughout. There was renowned Existentialist writer (not Sartre; not Camus; but in their League) whose name is momentarily beyond recall, who along with his spouse was found having taken a lethal draught of some kind. The report from those who witnessed the discovery was that it was 'dignified'. So, I guess I would only wonder why hanging and strangulation was the choice. [Goanet] I bees childish but I want to know...
I really want to know from Frederick why: 1. He bees the quiet in response to Cecil's Column? 2. Why at the time of Venita's column he did not feel inclined to make similar statements as he has made about me? Instead he felt inclined to disseminate that column all across the globe announcing to the world at large that Goans have poor language skills. 3. Why he agrees with Jerry Pinto who has essentially said the same thing as me - that without purpose and content you cannot alter the form of language.? Frederick distinctly says that he agrees with Jerry. Now, Goanetters may think I am being very childish here in insisting a response from Frederick. But so be it. I am very hurt by all this To be continually accused of elitism and as being detached from the realities of Goa has taken its toll on me. Before Frederick decided to derail the debate by bringing W.Drayton, Texas, NRIs who tell Goans how to do things and the usual come back and do something argument, I had an important point to make - a point more important than what Jerry Pinto (who Frederick obsequiously genuflects to...at least one Goan trait is not being eroded). The point was this: English is a language that needs support in Goa. We cannot assume that this language will be learnt to the standard that is required of it to be not only functional but a living, breathing language of commerce, science, art, literature and philosophy. We assume that this will happen automatically. This is a false assumption. Even English speaking countries like the UK and US are aware that language deteriorates without support. All of their primary education is geared not towards learning sciences, history or geography but towards really studying the language itself. Without a concerted effort in strengthening the language, we are indeed doing ourselves a great disfavour by making our children study and talk in a language which suffers from paucity of vocabulary and grammar in Goa. We Goans seem incapable of debating idea. We are only good at turning debates into personal battles. Frederick has known me a very long time and at a deeper level that most people on this forum would know me (save for Eddie Fernandes) and at the very least he should give me the benefit of the doubt that motives are not always superficial nor morally compromised. That perhaps just for once, I too am capable of assessing the situation in Goa and offering suggestions. Frederick puts videos out of racism in London. Well what Frederick is engaging in, is also discrimination. He uses stereotypes to evaluate the validity of people's positions. This is exactly what racism does. And if Cecil thinks I am being dramatic. So be it. I am dramatic and that's what makes me the person I am and I'd be a hell lot less interesting if I wasn't. So like it or lump it. I bees what I bees and am proud of it. Best, Selma --- Protect Goa's natural beauty Support Goa's first Tiger Reserve Sign the petition at: http://www.goanet.org/petition/petition.php ---

[Goanet] For Goans who were born outside Goa.
Goans who were born abroad prior to 19.12.1961 and who were not issued Indian passports are having a tough time getting a passport. Post 19.121961, found the High Commissions/ Consulates dishing out Indian Passports to Goans like confetti. This often resulted in shabby record keeping. The High Commissions and Consulates were so keen on getting Goans to validate the actions of 19.12.1961 that the Passport became for them a kind of a symbol of acceptance by the Goan people. The minor children of the Goans who opted for Indian Passports were not given passports in most cases and they were included in their parents' passports. Then also for those minor children who came on their parents' passports, making a new passport was not easy. In the 70,s, 80s and even in a part of the 90s, it was not easy to make a passport. To make a passport one had to have a visa or an NOC or similar documentation. Also foreign exchange was not easily forthcoming for travel. So many of these kids did not make passports. If memory fails me not, it was only after court decisions that bound the Government to granting passports to all who desired to have one that the issue of passports became more liberalized. Unfortunately, in case of children who were born outside Goa, the passport office in Goa is asking such children to prove how they came to Goa, and with what nationality. To the rescue of such individuals is an order enacted by the Government of India called the Goa Daman and Diu Citizenship Order 1962 which states that those persons of Goan origin whose either parent or grand parent was born in Goa prior to 20.12.1961 is deemed to be a citizen of India. Unfortunately, at present the Goa Regional Passport Office is not making this order applicable at present. It is now learnt that this matter has been referred to the Ministry of Home Affairs because of the large number of Goans who are facing such a situation and also because of a referral by the Commissioner of NRI Affairs. (Mr. Frederick Noronha is one of the persons who has written a letter to the Commissioner of NRI Affairs) It is learnt that at present the Regional Passport Officer is attending a seminar for Passport Officers and this issue is supposed to be thrashed out there. It is unfortunate that none of the MPs from Goa seems to be interested in this matter even though they have been approached to find a solution at their level in New Delhi. Recently, the print media highlighted the case of a Mrs. Zuzarte who is a very senior citizen and is deprived of a passport. Note: Children who came to India independently after 19.12,'61 for studies were issued passports and so have no problems. Those who came on travel documents and surrendered the same on landing in Goa are also sinking in the same boat. -- **Tony de Sa tonydesa at gmail dot com ** --- Protect Goa's natural beauty Support Goa's first Tiger Reserve Sign the petition at: http://www.goanet.org/petition/petition.php ---
[Goanet] Assimilation of Goans in Foreign Countries
It's interesting to note that while Goans have reasonably culturally assimilated with their mainstream populations in the first generation and more so in the second, assimilations by marriages have not taken place as rapidly. From a personal perspective of second-generation Goans in Canada, only about 30% or less have married outside of the Goan community. This is rather surprising when you compare them with their peers in the USA and Europe where such marriages are of a much higher incidence. Is this due to indirect parental influence (direct pressure is out of the question) or the fact that quite a few in the second generation were born out of this country and came at a young age, thus retaining some of their parents' immigrant values? Canadian Goans are culturally comparatively insular due to the fact that almost 90% or more are concentrated in the Greater Toronto Area and therefore mix socially with other Goans more than they would have if they were a smaller number. This should not be taken to mean that Canadian Goans do not mix with other-than-Goans. They do. At work, in Church or volunteer groups or in neighborhood activities, Goans do get out of the community. But not as much. If one looks at the Anglo-Indian communities in Canada, Australia and the UK, it is a different scenario. While like Goans, large numbers of their community are found in some major cities, it does not prevent their children from marrying non-Anglo Indians in their countries. While I have mentioned 30% as being the Goan number in Canada, I could confidently say their figure is about 95%. Why the huge discrepancy in marriage behavior between the Goans and the Anglo Indians, both India originated communities? Yes, East Africa Goans are also, although to a lesser extent, India-originated. As a sidebar with regard to East African Goans, they are more Goan than Goans from Goa, or the rest of India or the Gulf. They can speak better Konkani, the older generation are more in touch with their Goan roots although they retain customs and traditions that are no longer in practice in the home country. That is not an unnatural phenomenon since most non-European expatriate communities exhibit the same behavior. The Indians from the Caribbean for example, even in the third generation, keep to their Hindu worship and practices even though their counterparts in India have long since abandoned them. One example is the pooja and the visits to the temple on a regular basis. Interesting to note that Europeans who settle in foreign countries on the other hand, assimilate almost completely with the local population. What does the future hold? What I have mentioned above, is in my opinion only a temporary phenomenon. As national boundaries disappear even more rapidly with countries becoming more inter-dependent, the Goan identity will almost totally disappear. No one will be interested in which village your parents came from and the Goan to Goan personal relationships and close feeling that came naturally will be a thing of the past. Already I have noticed that Goans in Canada do not treat Goans in Goa any different than they would treat anyone else. That is not so much a one sided trait as a mutual one. Goans in Goa are more interested in money generating activities on a much higher level than their necessities of living dictate. It has become an obsession. There is not so much of a social or family bond as there once used to be. All that I have said above is from my personal observation. The figures I have mentioned are not provable stats. 2011/11/28 Frederick FN Noronha फ्रेडरिक नोरोन्या *فريدريك نورونياfredericknoro...@gmail.com: Why have all the Goan experts in the Queen's English simply migrated to Texas and Drayton? I noticed that, using the well-honed skills of distortion and incomprehension, Admin Noronha has now left far behind the simple reasonable suggestion on the need to teach one's kids grammatically and lexically correct English, especially if one adopts this foreign language as one's primary language, rather than one's own mother tongue. Instead, the Admin has migrated far and wide looking for some kind - any kind - of moral high ground, into faraway places such as Texas and Drayton, and onto distant topics such as racism, elitism, exclusivism and class bias. [Goanet] re To add to the debate on English
Trying to understand Selma's outburst against Fred, who she termed an old friend and also blamed him as having changed because of his success as publisher, I feel that Selma's success as a writer too has changed her. Both seem to be victims of the own successes. Selma has undergone glacial change (am I right in using the phrase?) from a suave person (at least that what she appeared to me early on) to being a smartypants. I find her foo cares attitude condescending. In one of her posts, Selma said that both she and Fred are ideologically opposites or different but together in the pursuit of the good for Goans. When I pointed out some illogical thinking and some grammatical mistakes in Fred's piece, the debate that isn't happening, Selma (Sept 24) was quick to hit back at me, saying Hopefully by December, Eugene will be fully recovered from whatever is currently plaguing him. We can then look forward to having first-hand coverage of the Conference planned in Goa, although Eugene's coverage of conferences/conventions he has not attended is just as detailed and entertaining. I hope Digamber Kamat's office is ready for the deluge of enquiries that will flood from the mighty pen of Eugene Correia and heaven help them all in Goa, if perchance they happen to make a grammatical error. Isn't it a good thing when each other can find any type of errors in each other's written material? I am open to learn from my mistakes if someone out there points them to me. I will thank that person, such as the doc did recently. The doc's doses are well measured and they have the necessary effect. But sometimes he needs to administer the doses to himself. Coming to the issue of grammatical errors in goverment correspondence, I can guarantee that there would be lot. Those who probably write these documents must have studied in Goan schools the level of English has gone done since she left Goa (Fred's words). The government doesn't need me to occupy their time with deluge of enquiries (as a journalist I consider my privilege to do so if I have the chance, and I have done so with Bandodkar and other ministers when Selma was probably getting educated in the British system of education in Dubai) as the government is already flooded with problems that it is struggling to find time to solve, and probably does not have the right answers. The government should also add one more problem to its long its, that of upgrading the English language skills of students, at least at the primary and high school levels. It can seek the services of our British-educated Selma. As I said here before the post of Director of Education is falling vacant. Grab it, mama! This makes me suggest that Goa-based journalists on this forum should interview Dr. Celsa Pinto on the teaching of English in schools and if she can provide statistics to support Selma's contention. The other alternative is to interview the Education Minister Atanasio (Babush) Monserrate.Maya when Selma goes to Goa she could interview the minister, Selma speaking in chaste English and Babush replying in unchaste English or in the foo variety. Over the years, I have read press releases from the Goa government and also lot of correspondence and other stuff and let me say that the English is awful. Most of it is officialese, going round in circles instead of coming to the point straightaway. BTW, I am following Selma's advice to take my prescription for whatever is plaguing me but I also request her to take reality pills before making statements from top of her head. I hope the debate over English does not gallop into the next decade with Fred's children (or is it a child?) and Selma's child arguing over English, such as mine is better than yours and vice-versa, if they decide to become goanetters. Just kidding! Eugene --- Protect Goa's natural beauty Support Goa's first Tiger Reserve Sign the petition at: http://www.goanet.org/petition/petition.php ---

A Tsunami in the offing...possibly an Al Kaedean blessed one? A possible genesis of an urban myth, dear Santosh? Alfred, the easily credulous? Goa fails to bite IFFI's soccer bite (18:26) Panaji, Nov 29 (IANS) The 42nd edition of IFFI's much touted soccer film package has turned out to be a damp squib with virtually no audiences turning up for the big screen event at a local football ground. The International Film festival of India (IFFI) director Shankar Mohan has expressed disappointment at the failure of the football segment to kick off, especially in a soccer loving state. I was expecting a better response with this thing. Was hoping that Panaji and Goa's live for football would have been good. We have given a lot of coverage and publicity for the event, Mohan said. IFFI organisers had curated a special package on football-related films, which were being screened at a local football ground every night on a big screen. However, virtually all screenings had a dismal audience sometimes in double digits. The special segment Soccer in Cinema offers films like A Barefoot Dream (South Korea) directed by Kim Tae-gyun, Mario Filho, Creators of Crowd (Brazil) by Oscar Maron Filho, Foot of God (Italy) by Louis Sardiello, Argentina Futbol Club (Argentina - USA) by Juan Pablo Rubio, The Best Women in the World (Germany) by Britta Becker, More Than Just a Game (South Africa) by Junaid Ahmed and Zidane: A 21st Century Portrait (France) by Douglas Gordon and Philippe Parrenodsax. The move was aimed at getting the soccer loving locals more involved in the film festival. Incidentally, Oscar Marron Filho, one of the directors whose documentary film on football writer Mario Filio, was screened during the festival, died due to cardiac arrest during the festival. [Goanet] And so Mauvin thinks that we are a bunch of obstreperous school kids, eh?
Mauvin has compared the people of Goa to a bunch of obstreperous school kids simply because the people have been unanimously demanding that the regional plan 2021 be demolished. He gives a kind of justification by saying that school kids universally do not wish to attend school therefore school cannot be done away with. Can anyone in his right mind call this an apt comparison? Or is the Person in charge of the Congress Election Machine thinking that by making this seemingly 'profound' pronouncement the people of Goa are going to accede to this faulty regional plan and bow down to the wishes of the politicians who have an eye on their own personal well being in the post rp 2021 era? Mauvin seems to have got it all wrong. May be this is because as a student he was more interested in politicking than in understanding the concept of Democracy. To quote Lincoln, Democracy is a government **of the people**, **for the people**, **by the people** This being the case, it is the people who will decide what is good for themselves and not a bunch of 40 people who are trying to lord it over them. People are opposed to the widening of roads simply because they are forced to do so by circumstances. Take our villages which date way back in time. In those days, the prime mode of transportation on land was by foot or at the most by an animal driven buggy. It is but natural that the roads in our villages were what were known as 'pain vato' or 'pai'ns'. During the former regime and during the early years post 1962 cars and cabs were few and far in between. So the question of broad roads did not arise. After an upturn in the economy and liberalization of manufacture, vehicular traffic has grown exponentially. This was never dreamt of by the planners of our villagers even in the most frightening and horrible of their nightmares. So it was but natural that the houses were built with balconies, walls etc touching the pai'ns which subsequently were upgraded to roads. Now to broaden the roads suddenly will lead to demolition of compound walls, walls of houses and acquisition of property. Is this rocket science to understand? Our villagers are basically opposed to broadening of roads also because it will lead to a proliferation of 'mega projects' or rather large scale housing which will in turn destroy the demographics of the village. Goa is a choice destination for a second or retirement home. No sensible villager wants to see his own village full of empty houses bought by a lot of absentee landlords who are strangers to the place. Mauvin seems to display a kind of arrogance which can be the result of power going to the heads of the members of the ruling party. Elections are well nigh and if politicians think they can pull the wool over our eyes all the time, they are sadly mistaken. -- **Tony de Sa tonydesa at gmail dot com ** --- Protect Goa's natural beauty Support Goa's first Tiger Reserve Sign the petition at: http://www.goanet.org/petition/petition.php ---

Re: [Goanet] To add to the debate on English
All good arguments, but veering off the point. A few issues struck me while reading this: * What makes English a foreign language? National boundaries? Its origins? How does this tie up with its current position in India, where it is used as an associate national language? * Also, what about these facts: Today there are more non-native than native users of English, and English has become the linguistic key used for opening borders: it is a global medium with local identities and messages (Kachru 1996: 11,14). English has become a world language, spoken by at least 750 million people. It is more widely spoken and written than any other language, even Latin, has ever been. It can, indeed, be said to be the first truly global language. English is nowadays the dominant or official language in over 60 countries. http://www.languageinindia.com/may2003/annika.html * How do you define one's primary language? In places like Goa, does this tally with the official language (both in terms of script and dialect)? * Is the presumption that we don't have to teach one's kids grammatically and lexically when it comes to their own mother tongue. Does the process of language acquisition among children vary according to what they claim as their relationship with a local, national or foreign language? This raises a whole lot of issues, specially in places like Goa, where those who are capable have picked up English to near mother-tongue levels (the TOEFL scores and Dr Kurzon's work has studied that). The challenge is what happens to those still struggling to pick up those skills. Do we treat them with disdain, charity, condescension or hope? [Goanet] The Jews of Byculla
The Jewish communities in Byculla and Mazagon were small but thriving populations lost among the larger numbers of Hindus, Muslims, Goans, Parsees and Anglo-Indians, but determined to keep their individuality. Hardworking and thrifty for which their religionists are known throughout the world, the Jews of Byculla unlike those of New York did not dominate the garment, or jewelry businesses or the media empire. They were just middle-class blue and white collar employees, happy to be working in Bombay's industries. They were of the Bene-Israel tribe and they followed Sephardic rites. To a man they spoke Hebrew which they used in synagogues, as well as Marathi and English. They had names like Mahimker, Vasaikar and the like with their first and middle names like Samson, Isaac, Ruby and Delilah. Mostly attending catholic schools, on Sunday they trooped off to Hebrew Sunday schools where they reluctantly learned of their ancient heritage. Most of the ones I knew would have preferred to attend church with us, not out of any abiding love for the Catholic faith but because they were usually a fixture in Catholic groups of boys and girls. Fun loving like the rest of us, they would put on a somber cloak of seriousness when they encountered their parents. When asked why, they would say that their elders expected seriousness and focus even at that early age. I remember one incident particularly. I had gone to a relative's house in Mazagon as the boys in that building were going to stage a firecrackers event on Diwali day. The chef-de-mission for the fun and games was a powerfully built Jewish boy named Samson whom we all adored as he was older to us and took us under his wing, so to say. Since he was late in coming, we trooped to his house to find out why. There he was built on the lines of a real Samson but with head bent and taking a tongue lashing from his elder brother a paraplegic. When asked why he was being scolded, the brother told us that he would not be able to join us until the family's accounts were squared for the day. Ostensibly Samson was unable to account for an anna (6 paise) of the 5 rupees that we was given for grocery purchases that morning. I quietly dug into my pocket and helped him meet the deficit. They were a well-to-do family but accounting for even an anna was so important that life for the elder brother could not go on without it. The history of Bombay indicates that the Jewish community was as important as the Parsees and the old Hindu families during the early and middle period of the raj. That is when they thrived in their numbers and produced illustrious philanthropists most well known of whom was Sir David Sassoon who wealth exceeded even that of the rich Parsees of the day. The Magen David Synagogue was a magnificent structure in lower Byculla built by those Sassoons who were also responsible for building the Sassoon Docks (among many other structures) which was built for Bombay's Kohlis to be used as the premier pier for unloading the fish catch of the city even in my day. Eric Pinto sent a picture of Byculla's Masina hospital to me with a history of the Parsee Masinas whose history was somehow intertwined with the Sassoons. That set me off on this train. Much after Israel was formed and the state doctrine of the Right of Return extended to all the world's Jews, my friends in Byculla and the rest of Bombay's remaining Jews set off on their permanent immigration to Israel leaving forever the country which had become their motherland for many centuries. The last I heard of Samson and his brother Benjamin was that they were inducted into the Israeli Army immediately as they were of the right age and subject to the mandatory draft. I was told they saw action in 1967 and I hope survived it and are living happily as are their compatriots. For those Bombay Jews, India will forever be a part of who they are. [Goanet] SPRUCING THE JUDICIARY
Chief Justice of India S.H. Kapadia was very right in saying that the entire Judiciary cannot be brought to disrepute because of a few erring judges. We have some very outstanding judges and there cannot be room for any rotten apples. This may however happen only when there is a thorough transparency and accountability in the selection of judges at all levels where only the best and brightest filter through. Chief Justice Kapadia has also publicly requested that complaints against any erring judge should be addressed directly to him. I have written to Chief Justice Kapadia recently regarding a private dinner at Goa which was hosted by a local Advocate and was attended by six Bombay High Judges including its very Chief Justice. I am still awaiting some action. Such high spirited private interaction and mingling by Judges with Advocates is unacceptable and does not augur well for the Judiciary which should be above board. Chief Justice Kapadia himself has pointed it out. It will have to be now seen as to how he deals with my complaint. That it does not gather dust is all we shall hope! Re: [Goanet] For Goans who were born outside Goa
Very interesting information from Tony DeSa about Indian Passports for Goans born outside of Goa. I was living in the former Tanganyika (now Tanzania) at the time that Goa was invaded by India. The invasion of Goa came less than two weeks after Tanganyika (then a U.N. territory administered by Britain) got its Indepndence. Those of us born in Tanganyika held British Protected passports which was just a document to facilitate travel and did not imply citizenship of Britain. In the uncertainty of those times, I opted for an Indian Passport and filed the appropriate documents at the newly established Indian High Commision in Tanzania. The staff were not sure what to make of my application. On making follow up inquiries a couple of times, I was informed that my file had been referred to Delhi. Never heard from the Indian High Commission again. My file is probably still gathering dust in Delhi ? I guess despite the decades, the lumbering Indian bureaucracy has not changed. My experience with personnel at the Indian Consulate General in Chicago, USA, is also similar. It all depends on who is attending to the hordes waiting to be served. From one day to the next the response can vary. There does not seem to be any consistency in following the regulations. --- Protect Goa's natural beauty Support Goa's first Tiger Reserve Sign the petition at: http://www.goanet.org/petition/petition.php ---

Re: [Goanet] For Goans who were born outside Goa
Vivian, With my personal experiences with the Indian Consulates and Indian High Commissions over a period of 25 years of travels to foreign lands as a shippy, I think I could write a BOOK. The Classic experiences are at Indian High Commission at Lagos/Nigeria and the Indian Consulate at San Francisco in the 80's. The bitter taste of dealing with one GOAN named Floriano Lobo must be still lingering in the mouths of the High Commissioner, Lagos and the Consul, San Francisco. Re: [Goanet] I bees childish but I want to know...
Selma, I don't want to get into a dog-fight over this one. My actions are out there for everyone to see; if someone feels it is inconsistent, so be it! In addition, I don't want to go about justifying my stands re. Venita Coelho, Jerry Pinto or Cecil Pinto. Personally, I don't feel the need to be defensive about anything. Beyond that, it is for every reader, and you, to judge. Anyway, you have made your point on how you perceive the standard of English in Goa today (or among a section of Goans). In response, I've made my arguments over why I refuse to be pessimistic. In between, I got distracted and started enjoying *Why this kolavery kolavery di*. Terrible! Anyway, we need not debate our respective points ceaselessly. And I'm not suggesting that your motives are superficial or morally compromised. All that I'm saying is that my perspective on this issue varies drastically from yours. That's fine. Such perspectives can co-exist. Neither need be wholly correct or fully wrong too. If you feel hurt over the debate, then you have an apology from me. (Actually, I wouldn't have felt this way. We are all elitist and detached from realities -- not necessarily due to geography alone -- at some time or another. Anyone following the Regional Plan-panchayat debate going on in Saligao currently might not be inaccurate from suggesting that I am myself detached from realities here itself!) Going off at a tangent, my sincere thanks to the Goanetter who took my query of yesterday quite seriously, and responded to say that cut-and-paste in Konkani would best be rendered as: kator ani chittkai. Thanks to everyone who had the patience with this debate; I've made my point, and am willing to smoke the peace pipe. For now. Re: [Goanet] To add to the debate on English
Gabe Menezes wrote thus to Santoshbab: As they say in English spoken in England for F's sake, the man has told you that he should not be addressed as admin Noronha; are you plain thick or what? RESPONSE: I know that between work, travel, the beach and sleep, I miss a number of Goanet related conversations. Having said that, I'd be grateful IF somebody (including Gabe) would please direct me to an audio recording or to a post wherein ' the man has told Santoshbab that he should not be addressed as admin Noronha'. IF indeed he has, I would truly wish to know WHY NOT? Hey, all the Foul English spoken in England having been noted, tomorrow El Primeiro Munishter of Birtannia will say I have told you NOT to call me Prime Minister! jc --- Protect Goa's natural beauty Support Goa's first Tiger Reserve Sign the petition at: http://www.goanet.org/petition/petition.php ---
Re: [Goanet] to add to the debate in English.. and assimiliation...
It is not only childish on Selma's part but rather foolish to let this debate take a toll on her. For someone who is British-educated, she should have understood that Cecil's column is humour. One can take liberties with the accents of one's own community. Check Russell Peters having a ball with Hinglish or a Margaret Cho wih Chinese English. Last year I attended Just For Laughs (a Montreal show) presentation of Hinglish, which was hosted by Montrealer Sugar Sammy, of Indian origin, in Toronto. Russell Peters has been accused of stereotyping Indians by his detractors. Comedy is comedy and when the butt of the jokes are Indians or, for that matter, any community, the members of that particular community must take it with a pinch of salt. Russell Peters's shows are a sell-out and most of the audience members are of Indian origin. He pokes fun at his own community, Anglo-Indians, including the manner how his father spoke. Our own Christine Gomes, a stand-up comic in Toronto, does ethnic jokes and, if i remember correctly, Goans too figure in her jokes. After a show, she said to me, Eugene, I think my curry jokes didn't go well with the audience. If I remember correctly the joke dealth with Indians smelling of curry when they enter the elevator (called lift in India) and how whites tweak their noses. Cecil's has tried something similar in print and can be excused. As for Selma, she wanted to reinforce her point that children in Goa speak bad English and has used the line to reflect that. Fred took it upon himself to give Selma a piece of his mind. Instead of wasting time on that line it would have been better, as I have done, to focus on Selma's categorical statement that the level of English has gone down drastically in the schools in Goa. As I understand it, Cecil has explained that Venita wants Goans to learn Hindi, and that he feels it is not a priority. I have met very few Goans in Goa who speak Hindi very well. Old folks struggle to utter simple Hindi words. Coming to English, Fred has said here that in Goa English can be said to be the mother tongue or the first language of Goans who speak it day in and day out. Kushwant Singh has said somewhere that English is my mother tongue but my mother did not speak a word of it. If you know Kushwant's background, he came from an aristocratic family and probably spoke English all the time at home. For a Sikh historian, besides being a novelist and journalist, to say that without fear of a backlash from Sikhs is indeed bracve. But Kushwant is of the foo cares type. On the new thread that has started, assimiliation of Goans in foreign countries, I read a poem which talks about how an immigrant reorginizes the living room and seeing that everything is just right, she asks herself, Where among these should I place myself? The noted writer Meena Alexander has said, {If the exile's) body cannot appropriate its given landscape the substantial body dwindles into phantasm... Language... degenerates into a dead script when the bodily power of a people no longer instills it with particularity, no longer appropriates it in the expression of an emergent selfhood... In the battle between the body and the spirit, the outwon script of English as we find it here must be made to open it s maw and swallow, swallon huge chaosses, the chaosses of uninterpreted actuality. I have admited Vancouver-based Punjabi poet Sadhu Binning's poetry (I read the English translation) and his Watna Dur (Away From Home) is a masterpiece. I quote a few stanzas from a poem on Sikh labourers on farmlands of British Columbia when the Sikhs came in large numbers in the 60s, We forget the strawberry flats we picked/stooping and crawling on our knees/we forget the crowded windowless tracks/in which like chickens we were taken there. We forget the stares that burned through our skins/the shattered moments/that came with the shattered windows/we forget the pain of not speaking/Punjabi with out children. multiplying one with twenty-five/our pockets feel heavier/changing our entire selves/and by the time we get off the plane/we are members of another class. Check the line, we forget the pain of not speaking Punjabi with out children. That's the loss of own's language in a foreign land. And then see how living abroad is compensated by turning into a different class. The multiplying he talks about is the value of the Canadian dollar to a rupee then. It is said that Indian Hindu migrants to foreign lands took Hindu toolbox so that they can can on give their surroundings a Hindu touch. Have the new immigrants to Swindon carried Goan toolbox? To understand the diasporic dilemma as it pertains to retaining or losing own cultural moorings it is important to read Home K Bhabha's The Location of Culture. In his studies of the diaspora, Bhabha coined the term third space. Rushdie talks about his diasporic experiences in Imaginary Homelands. Just in jest, I understand semantics but not selmatics. eugene
