funds of Rs 5.23,400=of the previous Organization were transferred to the

are ready to wait. Is God important to us? Can we wait for Him? He makes life

Sun Ref. XXIX Sunday: ‘Pray unceasingly and God will answer your prayer’ 
16-Oct-2016Exodus 17: 8-15;          2 Tim. 3: 14-4:2;          Luke 18: 1-8;

In the first reading from Exodus we read of Israel entering into battle for the 
first time in its history. Israel’s way to the Promised Land was blocked by the 
Amalekites and Moses orders Joshua to oppose them. Joshua does. While the 
battle rages Moses looks at the battle scene from a hilltop. Moses then raises 
his hands in prayer and whenever his hands are raised, Israel prevails in 
battle and whenever he lowers his hands the Amalekites prevail. So Moses’ 
companions support him so that he can pray continuously and victory is assured.

Prayer PowerSome years ago Guideposts magazine printed a remarkable story about 
a young high school teacher named Mary. She wanted so much to succeed as a 
teacher. But a student named Bill was turning her into a nervous wreck. One 
morning, before school began, Mary was sitting at her classroom desk writing 
something in shorthand. Suddenly Bill appeared at the door. “What are you 
writing?” he asked as he approached her desk, “I’m writing a prayer to God,” 
she said, “Can God read shorthand?” he joked. “He can do anything,” said Mary, 
“even answer this prayer.” Then she tucked the prayer inside her Bible and 
turned to write on the chalkboard. As she did, Bill slipped the prayer from her 
Bible into his typing book. Twenty years later Bill came across his old typing 
book. Picking it up, Bill found the shorthand prayer. He gave the prayer to his 
secretary to decipher. She read it and blushed. “It’s rather personal,” she 
said. “I’ll type it out and put it on your desk when I leave tonight.” That 
night Bill read the prayer. It said: “Dear God, don’t let me fail this job. I 
can’t handle my class with Bill upsetting it. Touch his heart. He’s someone who 
can become either very good or very evil.” The final sentence bit Bill like a 
hammer. Only hours before, he was contemplating making a decision that would 
commit him to a life of evil. During the next week Bill took the prayer out 
several times to read it. That prayer caused Bill to change his mind. Weeks 
later Bill located his old teacher and told her how her prayer had changed his

Today’s gospel speaks of the need of perseverance in prayer. To illustrate this 
Jesus tells the parable of the unjust judge and the persistent widow. She seeks 
judgement against her enemy, but the judge does not have time to listen to her. 
But she kept at him until he finally helped her. In the parable the focus is 
clearly on the widow. The unjust judge is the foil that makes her greatness 
stand out; he is not important in himself. We must certainly not identify him 
with God. Though he ends up like God –giving justice to the widow; that is the 
only resemblance. The widow is in fact a wonderful person, one of the great 
characters of the gospels. The widow is poor. She cannot back her claims for 
justice with money or influential people; her power lies entirely in her moral 
qualities, her passion and her perseverance. But she believes that her cause is 
just and that ultimately justice will prevail. She stands as a symbol of hope; 
of the poor and helpless who rely solely on God to grant them justice. Jesus 
says in conclusion, “Will not God grant justice to his chosen ones who cry out 
to him day and night? Will he delay long in helping them? I tell you God will 
quickly grant justice to them.” God is faithful in answering our prayers, 
although the answers may take time and may not quite be what we expect. God’s 
time may not be our time, but in His time He will answer our prayer.
Film – HeartlandThe movie Heartland dramatizes the story of rugged prairie life 
in the early 1900’s. A widow named Elinore Randall answers an ad to become a

At the most five months are remaining for the Assembly polls 2017, probably
a divisive scenario with at least ten parties and independents in the fray
which is thus far unprecedented since Liberation in 1961, which have made
Goans perplexed and bemused and who are not in a position to make up their
minds as to whom they should vote for. Is it a case of anything goes or for
the contending candidates a matter of any which way but win? Do we want
short term monetary enticements, TVs, domestic appliances, social security
doles, bicycles, development in our local areas, motorable roads devoid of
potholes, civic amenities and spick and span cities and villages, cessation
of mega structures, a job, preservation of the environment in our locality,
24x7 water supply, uninterrupted power supply, hastily installed
inauguration plaques for development projects that are being thrust on us
at the last moment in the guise of unaccomplished development so far, money
for petrol for our motorcycles, a free meal until the elections, money for
booze, or sustained effort to fulfill the manifesto? The litany of
inducements is endless and still those who get any, some or all of them
will pledge their votes as per their having benefited from their
government, ministers, MLAs. It is well known that some people are die-hard
supporters of the various parties, ministers, local MLAs and are therefore
accruing benefits on a regular basis. Are there anyone who has in mind a
principled stance and who will be unmoved despite dangling of all these
enticements? Do not Goans want a change in guard, a new dispensation with
brand new candidates who have as yet not been tarnished by the smear of
corruption at the Assembly level? Are we going to have a free-for-all, rag
tag bobtail affair, on the basis of short-term gains or do we want to
ponder, reflect, introspect deeply and then separate the really deserving
from those who have only taken us for a ride, ignoring our wishes?  Each
and every one of us will have chosen our priorities and later we will not
be able to complain, have no alibis and no excuses for who will be elected
and in charge of the administration of Goa. Let wisdom prevail among us to
do the right thing so that we will have no reason to regret our decision
and then speak against the very candidates who we will elect, our own
doing. Has the present dispensation provided for us even half of what they
promised in the 2012 manifesto?  Do we not realise that fresh faces is the
need of the hour and that those who have had their chance and not proved
themselves need to be shown the door? Has the present dispensation acted in
a very arrogant manner and have only indulged in pep-talk and portrayed
themselves as sheep in wolves' clothing? Do you really believe that the
number of U-turns that the present government have done are actually sins
that cannot be forgiven? It is time that the enfranchised electorate decide
after careful study and analysis as to whether the present dispensation
should be given another chance? Do not be swayed by the deception and
arm-twisting methods that they are adopting in order to bully us into
thinking that they are deserving of being re-installed. There are five
months to seek for lucid intervals in our minds and then with much
introspection come to a conclusion as to whom to vote for. It is a fact
that in the social media, allegations and counter allegations are being
levelled against even new candidates. Involve in brain-storming sessions so
as to be able to make up your minds as to who is the right candidate in our
respective 40 constituencies and then pledge our vote so as to not regret
in the future. Our right to vote is a moral duty and we will only get the
candidate for whom we vote for. So the choice is ours. Make no mistake!

Folks,

Thousands of people were killed during the Zanzibar revolution. The
internet is full of pictures of hundreds of dead people lying on the spot
they were herded to and then shot.


The Zanzibar revolution was independent Africa's first ethnic cleansing.
Zanzibar is 98% Muslim and the killing was directed at the landlords who
had just stolen the elections.


Others too got killed including seven Goans. Some Goans kids saw their
parents shot in front of them in their own house.


While Mervyn's experience is harrowing enough, more was to follow for those
who stayed in Zanzibar - including forced marriages between the races.


Interestingly enough, the CIA agent in Zanzibar at the time got thrown out
of the country. He went on to become the director of the CIA.

and risks an act of love. True solidarity is found only in the plenitude of 
this act of love, in its existentiality, in its praxis. To affirm that men and 
women are persons and as persons should be free, and yet to do nothing tangible 
to make this affirmation a reality, is a farce.”

I have come to believe that intersection is a beautiful thing. Not necessarily 
from the lens of the onlooker, but from within myself, for myself. The fact 
that I’m Dalit, Tamizh, Christian, Woman, and everything else could only mean 
there are layers to the person that I am, with every layer attributing me with 
experiences that make me complex and unique. So as a contemporary Dalit woman 
living in urban India, I recognise the path my ancestors and I have travelled 
to reach this place in history. Like many of my peers, I grew up listening to 
the stories of how our grandfathers and grandmothers moved from place to place; 
how they found jobs before they found a career; how they found a religion that 
promised the dignity Hinduism denied; how they navigated social, academic, and 
political spaces rife with discrimination; how they married and loved and had 
children amidst hate;and how they survived, and sometimes thrived, in a country 
that refused to recognise their humanity. I grew up seeing my parents carryon 
this legacy of assertion, at their workplace, at the church, in the community, 
and in our so-called social circles. Needless to say, this was no easy feat.

Who am I? Why am I a Dalit woman?
I grew up in a lower middle class family in a town on the outskirts of Chennai. 
And unlike many of my Christian friends, I came to know which caste I belonged 
to much earlier in life. I was probably 5 years of age when my mother sat me 
down, and almost in whispers, explained what our ancestors were made to do for 
a living. “They disposed of the dead”, she said. That those we saw dancing and 
playing the parai during a funeral, could in fact be our brothers. That they, 
and therefore we, were supposedly untouchable. I remember being very upset, 
refusing to believe what she told me. I may have even cried a little.

But perhaps similar to other Dalit (Christian) families, my parents tried their 
very best to shield us from the pain and trauma our caste locations would 
otherwise bring. And because I was a 3rd generation Christian, my primary label 
was that of an ‘Indian Christian’. All through my teenage, I stuck to it. I did 
not have a community certificate either, and was slotted under open 
competition, which meant I would not benefit from affirmative action. This lack 
of an official caste identity did not however grant me any social status. The 
Indian church, and specifically Tamizh CSI congregations, to which we belong 
to, are very adept at spotting caste markers of every family. This means that 
no matter how much one tries to distance oneself from his/her oppressed-caste 
identity, the community inside the church ensures that his/her label stays 
alive in their eyes. This means that inter-caste marriages will not happen. 
This means that unless one has enough class to help compensate, caste will 
continue to determine social acceptance and respect. And no, the fact that my 
grandfather and my maternal uncle were both presbyters did not help.

I was almost 20 when I finally found a platform that helped me unpack my caste 
location. Given that I grew up in a very non-politicised Christian context, I 
heard the word ‘Dalit’ for the first time only when I was in college. I took to 
it like I was waiting for it my whole life. The more I heard and the more I 
read, the more I understood how caste had shaped my experiences, and that of my 
family’s. The biology teacher who made me stand up in class and repeatedly 
asked me if I was really, really sure I came under OC, and not SC. The girl at 
my church who nonchalantly called me a parachi. The hesitation in attending 
weddings that

[Goanet] LED LIGHTS NON FUNCTIONAL

Hello

I had purchased LED Lights at cost of Rs.25.00 each in month of June, 2016, the 
lights were working well. After a month, one of the LED lights stopped 
functioning. So I called up Customer care in Delhi who told me to contact 
Customer Care in Goa. Last month when they came I showed them bill and gave me 
in exchange not the money. Now after getting the replacement another 2 LED 
Lights started blinking and when I pointed the error to them. They said power 
fluctuation. If the voltage was less then how come my other tube lights and CFL 
bulbs were not blinking. They told me to bring back. I lost interest as these 
LED lights I found them working for some time but did not go for replacement as 
this was lots of time standing in the queue to get replacement.
We thought it will save power but now we realized the money is gone down the 
drain. There was no use in the LED LIGHTS. Friends told me it is better to buy 
outside as you can get exchange quickly because we dont when they will come to 
the location.

Cyril Almeida "informed" he is on Exit Control List, just days after scoop
hinting at civilian-military leadership rift.

Dawn says it 'verified, cross-checked and fact-checked' Almeida's report

A prominent journalist has been put on Pakistan's Exit Control List after
the respected Dawn newspaper published his scoop that appeared to confirm
long suspected rumours of a rift between the country's civilian and
military leaderships.

The Exit Control List is a system of border control maintained by the
Pakistan government under an ordinance which allows it to bar people whose
names appear on the list from leaving the country.

Cyril Almeida, Dawn's assistant editor, pointed via Twitter on Monday to
his name's appearance on the list.

The Pakistani authorities have yet to comment on the development.

Almeida's account, labelling it "not only speculative but misleading and
factually incorrect" and describing it as an "amalgamation of fiction and
fabrication".

A statement from the Prime Minister's Office said that participants at a
meeting of the top civilian and military leadership on Monday expressed
concern over the publication of what it termed as a "fabricated news story"
pertaining to security issues purportedly discussed in a meeting of the
National Security Committee.

A prominent journalist has been put on Pakistan's Exit Control List after
the respected Dawn newspaper published his scoop that appeared to confirm
long suspected rumours of a rift between the country's civilian and
military leaderships.

The Exit Control List is a system of border control maintained by the
Pakistan government under an ordinance which allows it to bar people whose
names appear on the list from leaving the country.

Cyril Almeida, Dawn's assistant editor, pointed via Twitter on Monday to
his name's appearance on the list.

The Pakistani authorities have yet to comment on the development.

held in this seaside resorts this weekend.  Likely TV footage of the "Welcome 
Ceremony" and various other events will be a bonanza for Goa's tourism; worth 
millions of dollars of cost-free advertisements. 
I hope schools in Goa have made their students write reports on the various 
BRICS countries and their leaders.   Imagine 25 years from now, a high ranking 
Goan in the foreign service saying "My first exposure to international affairs 
was following the BRICS summit in Goa in 2016."  

Some Goans will phoo-phoo this idea of BRICS summit as possibly being a 
door-opener for Goan boys and girls.  Yet twenty five years from now, the same

A group of women distributed a South Asian sweet treat at two Toronto 
area hospitals on Tuesday — in the hopes of birthing a new tradition to 
celebrate baby girls.


The group handed out ladoos, a sweet made of flour and sugar and rolled 
into balls, which are typically given to mark the birth of a baby boy. 
On Tuesday, the ladoos, given out at Brampton Civic Hospital and 
Etobicoke General Hospital, were coloured pink in part to mark the UN's 
International Day of the Girl Child.

It was all part of the Pink Ladoo Project, an international movement 
designed to eradicate gender-biased South Asian practices, customs and 
traditions.


Harbir Singh, the Canadian director of the Pink Ladoo Project, told 
CBC's Metro Morning that members of the South Asian community distribute 
ladoos during periods of celebration.


"Families travel door to door and go to their families and friends 
throughout the community and distribute this sweet as a celebration," 
Singh said Tuesday. "Traditionally, it's only been for boy children. 
What we have done is coloured this ladoo pink to represent gender 
equality for the girl child." No sweets handed out when girls born


Singh, a mother of two daughters, aged two and six, said the tradition 
was followed in her family and it was part of what she calls "male 
preference culture." When she was growing up, Singh said celebrations 
were held for her older and younger brothers, but not for her — and 
these traditions made her question her value in the family.


"Traditionally, growing up in a South Asian family, I never saw anyone 
come to our door and celebrate the birth of a girl child, or hand out 
any sweets, or book large parties with their families and their friends 
to celebrate. That was an issue that impacted me as a child," she said.


"Therefore, I have become involved in this as an adult. I want to raise 
awareness and I want to address this issue of male preference culture so 
my two daughters never have to have this conversation."


Another tradition that affected Singh as a child is that she was told 
from a young age that she was born into one family but would belong to 
the family of her husband when she married.


"You are sent a message very early that your true home will be your 
husband's home," she said. "That affected me as a child. I felt that I 
was a part of my family. I felt a lot of difficulty with connecting with 
this part of the culture, so I want to change that."


Campaign manager Baljot Grewal has witnessed gender inequality firsthand 
while studying dentistry in India the last five years. "I've become more 
aware of the value that's being given to women by men and society in 
these cultures," she said. "Men are seen as the breadwinner and the 
carrier of the family name. Historically, they have been deemed more 
important than women and it's time to change that."

Pink ladoos to promote change

Grewal hopes the campaign sparks a needed conversation. "I want people 
to start asking why we're not celebrating girls the same as boys and why 
a dedicated day is needed to raise awareness," she said. "We've been 
doing a lot of explaining to families today who don't know about the 
imbalance. Education is key."


Singh said distributing pink ladoos at local hospitals is a small way to 
promote larger change within South Asian families by creating a positive 
tradition that celebrates girl children.


The event is a way to counter traditions, cultures and rituals 
associated with male preference culture, she said.


"We are starting with this one small step, but hoping we will inspire a 
much larger conversation," she said.


She said the group believes that if a family celebrates the birth of a 
girl child, and there is awareness of gender equality at birth, then 
that family is more likely to have other conversations about sexist 
traditions as the girl grows up.


She said her older daughter, for example, now thinks pink ladoos are 
handed out when girl children are born.

Archbishop Filipe Neri Ferrao, religious leader of Goan Catholics who account 
for more than a quarter of Goa's population, has appealed for special prayers 
for peace for "Mother India", especially in the light of simmering hostilities 
with Pakistan.

"I call upon members of other religious communities in our Archdiocese to join 
us in praying for our Mother India," Ferrao said in a statement issued here on 
Saturday.

"Ironically, it (peace) is one of the most eluding goods in today's society. 
The fragile peace along the Indian border with neighbouring Pakistan is

‘EXECUTION IS A TERORIST’S TOOL: Stop the cycle of violence’, screams a 
powerful poster brought out by the World Coalition Against the Death Penalty 
(www.worldcoalition.org) for the World Day 
against the Death Penalty , October 10th 2016!The focus this year is on  
‘terrorism’ and whether the death penalty is actually a deterrent to an act of 
terrorism.
A handout by the Coalition states that, “Since the 1980’s, there has been a 
global trend towards abolition of the death penalty which continues to this 
day. Today two-thirds of countries (140) are now abolitionist in law or in 
practice. However, despite this global trend towards abolition, many 
governments have in recent years resorted to use of the death penalty following 
terrorist attacks on their countries, in the name of protecting their countries 
and peoples.”

India has the dubious distinction of being among those countries like Bangla 
Desh, Pakistan and Nigeria that have adopted laws that expanded the scope of 
the death penalty, adding certain terrorist acts to the list of crimes 
punishable by death.
The Coalition says this of India, “the death penalty for terrorism can be 
imposed under authority of the Terrorist and Disruptive Activities (Prevention) 
Act passed in 1987 (amended in 1993), and in the Prevention of Terrorism Act 
passed in 2002. India has executed people for crimes related to terrorism on 
several occasions: the only survivor among those responsible for the attacks in 
Mumbai in 2008 was executed in 2012 and the man sentenced for planning the 
attack in December 2001 against the Indian Parliament, causing nine deaths, was 
executed in 2013.

In July 2015, India carried out the execution of Yakub Abdul Razak Memon, who 
was sentenced for participating in implementing several bomb attacks which 
caused 257 casualties in Mumbai in March 1993. This man had been sentenced to 
death in 2007 under the Terrorist and Disruptive Activities (Prevention) Act 
which does not conform to the principles of international law relating to fair 
trials, particularly in terms of arbitrary detention, torture and obtaining 
evidence, and all legal avenues have been rejected since then. In August 2015, 
the Law Commission of India, the executive body charged with reforming the law, 
recommended abolition of the death penalty, except for offences related to 
terrorism and any offences which attack the State.”

The Coalition has been very vigorous in its campaign against the death penalty. 
It cites ten major reasons to end the use of the death penalty, the first one 
being that ‘No State should have the power to take a person’s life’.

The World Congress against the Death Penalty held at Oslo, Norway in June this 
year underlined the necessity to take further significant steps towards the 
complete and universal abolition of the death penalty. In a message to the 
Congress Pope Francis also called for a world “free of the death penalty” He 
said “the practice brings no justice to victims, but instead fosters vengeance. 
Indeed, nowadays the death penalty is unacceptable, however grave the crime of 
the convicted person. It is an offence to the inviolability of life and to the 
dignity of the human person; it likewise contradicts God’s plan for individuals 
and society, and his merciful justice.”

When Yakub Memon was executed in July 2015, several Indians were very vocal in 
their protest, highlighting that the cause of justice was not served. Of 
course, the flag- bearers of the death penalty (and these are very selective on 
‘who’ should be given capital punishment), were quick at branding those who 
felt that Memom’s execution was not justified, as “anti-national” and 
“anti-patriotic”.

The proponents of the death penalty, seem oblivious of the fact that ‘execution 
is a terrorist’s tool’. One only legitimatizes the heinous act of a terrorist 
with the death penalty. The cycle of violence has to stop! Capital punishment 
is a barbaric act. No civilized country should even think of having it!

On this day, we need to recommit ourselves to do all we can for the abolition 
of the death penalty!

The police have arrested a suspect who has "confessed" to rape and murder. In 
Goa this has to be taken with great suspicion.

He was caught from CCTV footage withdrawing money  (Rs 50,000) from the 
victim's account with her ATM card.

How did he have her PIN?

The police posited that she was murdered by someone she knew well since her 
flat was not broken into.

How could he have had easy access since just days before, they had a loud 
argument about him stealing her umbrella. He was sacked from his job because of 
it. It is unlikely she would have opened the door to him. Secondly how did his 
replacement allow him entry to the building?

The police were dilly-dallying about whether to say she was raped probably 
because their forensics were inconclusive or contaminated. But after he was 
arrested, he quickly "admitted" to rape and murdering her (after the usual 
torture of course).

The police will now set about manufacturing evidence to suit their theory which 
a good lawyer can get thrown out resulting in acquittal. This will be years 
later. For now the pressure is off, officers will be promoted and public memory 
will move on to other things.

The measure of good police work is a high conviction to arrest ratio. In the 
case of Goa police, that is abysmal. I could stand corrected but the last time 
I came across the data in the press, this number was 1%.

One has only to look at the Goa police record on other high profile cases to 
see this latest case fits in with their pattern.

[Goanet] A CRIMINAL ACT BY THE BJP EVEN ON DUSSEHRA

The BJP has not even spared the very auspicious Dussehra day to indulge in
yet another rip-off in today shifting the office of the Goa State
Infrastructure Development Corporation (GSIDC) to the Spaces building at
Patto.

It is no secret that over the last four and half years, the GSIDC has for
the BJP been an ATM (any time money) in crores. On all the multi-crore
substandard works being executed by the GSIDC less said the better. The
Miramar-Dona Paula Road is a crying shame for all to see.

Manohar Parrikar while Chief Minister had very dubiously leased from his
friend Nilesh Amonker seven floors of that Spaces building at Patto in
Panaji ironically located adjacent to that stinking garbage plant. Those
premises were leased on a three year lease from November 1, 2013 to October
31, 2016 on a monthly rent of a whopping over 40 lakhs.

For those two floors at the Spaces building allotted to the GSIDC, the
government has been shelling out a monthly rent of Rs 8,22,159 plus taxes
though the premises have remained unused since November 1st 2013 with the
GSIDC moving in only today just three weeks before that three year lease is
due to expire on the 31st of this month.

So this cash strapped Government very generously paid Nilesh Amonkar almost
three crores as rent for those two floors it left vacant for 35 long
months. A very blatant criminal waste and siphoning of public funds which
ought to be in public interest investigated by the Goa Lokayukta.
And the GSIDC is today moving into Spaces on the pretext that its current
premises at EDC house needs to be renovated. Yet another window of
opportunity for the very corrupt BJP to rake in some more crores on yet
another tender towards the fag end of its very scams tainted tenure and in
preparation for the 2017 Assembly elections.

Your situation set in today's age would have seen murderous Al Shahab or ISIS 
suicide bombers blowing up everybody. Luckily you had only drunken John Okello 
soldiers killing mostly rich Omani Arab settlers. 

And if you were counting on "the world's greatest nation" of today to help you

Hillary Clinton wanted to keep Donald Trump in the race as she thinks she
can defeat him - but would have a problem defeating any other Republican
candidate.

Donald, on the other hand is confident that he will beat Hillary and has
made it clear that he will put Hillary in jail once he has done so.

I am not sure if he borrowed this tactic from Goan politicians or E.
African politicians but he sure has made  the race more interesting.

[Goanet] KAMAKSHI FOREX SCAM: HC SEEKS REPLY FROM CBI

A Division bench of the Bombay High Court at Goa comprising of Justice
F.M.Reis and Justice Nutan Sardessai on Monday sought a reply from the
Central Bureau of Investigation (CBI) on taking over the investigation of
the multi crore scam involving Margao based Kamakshi Forex owned by Nilesh
Raikar.



Adjourning the case to October 18th, the Court made it clear that it was
not seeking a consent from the CBI but only wanted to know whether the CBI
has any impediment to probe the case.



The High Court is contemplating handing over the investigation of the case
to the CBI after expressing strong displeasure over the very lax probe by
the Economic Offences Cell (EOC) of the Goa Police which is currently
investigating the case.



Seeking a CBI investigation into this mega multi crore scam the duped
investors have pointed out to the Court that the Goa Police were hand in
gloves with the politically very influential Nilesh Raikar who had duped
almost 800 investors to a tune of a whopping over 55 crores.



Pointing out that every crime had to be investigated strictly in accordance
with law and in the same zeal, it has been submitted to the Court that the
Goa Police which had recently gone overboard in probing certain other cases
involving a couple of crores was now intentionally dragging its feet while
conducting only a superficial probe into this over 55 crore scam by Nilesh
Raikar and had not even cared to probe where the accused Nilesh Raikar has
diverted and parked those 55 crores.



The EOC last month after directions of the High Court registered 10 F.I.Rs
 against Nilesh Raikar, Nilima Raikar and. Rekha Raikar
under Sections 406, 420, 421, 423 & 120-B of the Indian Penal Code for
having committed offences of cheating and breach of trust.

  GFDO  PRESS  STATEMENT

  Referring to the brazen changes effected to the Mopa Request for Proposal 
(RFP) in favour of the participating bidders, GFDO said this was yet more 
evidence of the sellout of Goa by the Parsekar led BJP government. The bidders 
themselves have endorsed and pointed out what GFDO has been saying a long time 
ago – that the proposed second airport at Mopa is unfeasible and economically 
unviable given Goa’s aviation statistics and realistic projections as per the 
expert ICAO and ADPi reports. It is shameful that the Parsekar government, with 
all its galaxy of stellar consultants and highly remunerated resources retained 
and paid for by a bankrupt public exchequer, could not figure this out a long 
time ago. Despite this, the state government insists on brazenly ploughing 
ahead with this project at great loss to the State by waiving the Rs.150 crore 
upfront premium to be paid by the selected bidder, giving it a revenue holiday 
of eight years and making the long suffering Goan taxpayer bear the cost for 
the design and construction of the expressway connecting the airport to the 
National Highway at the cost of Rs.300 crore that was the bidder’s 
responsibility. Such calculated mismanagement of the State’s resources proves 
beyond doubt that vested interests in the then Parrikar and now Parsekar 
governments are the drivers of this destructive project for obvious reasons.

  GFDO said that when the State is in the clutches of a massive spiralling debt 
trap, it is shocking and unacceptable that the government places such little 
value on community resources as to brazenly bulldoze through an unviable, 
economically unfeasible and unnecessary second airport that will heavily 
consume and drain Goa’s limited community resources without providing the 
requisite returns to the community of Goans.

  CM Parsekar and his team of consultants, as also his state cabinet and 
finance department which the Chief Minister ignored and sidelined while 
approving these changes, but who will share culpability with him for their 
consequences, are well aware of the serious and detrimental ramifications of 
the proposed Mopa Airport on the Goan tourism industry and its potential 
destructive impact on the economy of the State. Why should Goan tourism suffer 
just to fulfil Nitin Gadkari’s dream of servicing Maharashtra’s virgin beaches 
in Sindhudurg for which he is constructing a super expressway from Mumbai to 
Mopa? The cold blooded execution of such a project only demonstrates very 
clearly that this Government is not working for Goa’s interests.

  The last four and a half years of BJP rule, have been traumatic for Goa and 
Goans. It has seen the destruction of Goa’s environment, ecology and community 
resources on a scale that has been unprecedented. What has been even more 
alarming, is the Parsekar government’s track record of giving legal entry to 
potential illegalities through ruses like the IPB and the Tourism Master Plan 
among others, and even propagating the sell out of six precious Goan rivers 
without even any impact studies or a Regional Plan in place. 

  GFDO appeals to the Government to put a moratorium on all such projects until 
proper studies and data have been collected and a Regional Plan set in place. 
For the assets and resources of our land cannot be finished by this generation, 
but must be judiciously utilised with consideration for the rights and needs of 
future generations.
