How long can a project be inactive?
I'm in a similar situation, I would like the name 'openmv' but it's
used:

There does not seem to be any activity at all.
How can I contact the owner?

Same answer. Contact the project owner. We cannot just take projects
away from the owners without their consent.

We don't at this time support project name re-use, but since you're in
contact with the owner of the netgore project, might you simply ask to be
made an owner of that project? You can then undelete the project, reset its
source repository, close out all of its issues, change the project summary
If that is the best option, then that will work.
