I created a project on google code called Oarf. I scheduled the
project for deletion because I checked in some files that were not
meant to reside in the repository. I was reading in the help section
of google code and it said that there is a Reset Repository link under
the Source tab

Can you provide the project name?
We don't perform issue deletion at present, so the easiest process to
filter old issues may be to simply mark them as invalid. It may also
be worth considering simply starting a new project, if the direction
change is really drastic.
