Apparent abuse by smoothgestures-chromium

I believe the smoothgestures-chromium project is violating the Google Code licensing policy. Its code page says it is under the Apache license, but grep -iR 'apache' finds no results on a fresh clone of its repo, and the LICENSE file contains only the line

Hi, i dont really know the main problems and reasons Google Code was facing when decided to close Downloads at the end of the year. But i will like to make a request to choose a less intrusive approach than forcing everyone to clone your repo, like allowing at least just one file per 6 months
