Encountered this today win7x64, cleared out the \.metadata\.plugins *gwt
folders in my workspace, reloaded eclipse and the designer worked. It must
have been holding on to old settings.

I have the same problem.
- Windows XP 64 bit
- JDK 1.6.0_25
- Basic Eclipse 3.6 extracted form archive (at E:\eclipse) with latest
updates
- GWT Designer: Neither the latest stable nor the BETA build from
installation site works
- Google plugin: latest build from installation site with GWT 2.3.0
If you want to use 64-bit WIndows, you need to use either Windows
Vista or Windows 7.
64-bit Windows XP is not supported, so you would need to use 32-bit
Eclipse and a 32-bit JVM in that environment.

What version of GWT Designer are you using?
I would recommend using GWT 2.1.1 and the latest version of GWT
Designer.
