XDG_CONFIG_HOME to /opt/local/share/themes/Default and then include the
gtk.css file with
.window-frame,
.window-frame:backdrop {

to my menu borders via

which I added to a new $XDG_CONFIG_HOME/gtk-3.0/gtk.css file. This file is
definitely being parsed at app startup
