To my understanding or what I was told once, the bead pattern is not scales
but a representation of pineapple.

That sleeve looks like a very traditional, typical Phillippine-style sleeve
for evening wear. I certainly wouldn't date the dress by the sleeve at all.
I would bet the dress is from the 1980s.
The beading is lovely.
