[ANNOUNCE] haproxy 1.4-dev7

Hi, haproxy 1.4-dev7 is now available. As always, I would have liked to issue it earlier but when working on the end-to-end keepalive, I discovered several issues in the client-side keep-alive code that needed to be fixed, the last one dating one hour ago. So finally no end-to-end keep-alive in th
