[HCDX] Radio Thailand 13745kHz & Voice of Vietnam 7135kHz

These are two of my favorite Shortwave stations/programs. I enjoy cultural stuff, wether I listen passively or attentively. Plus, I can hear either one pretty much anytime I tune in. Conditions have to be beyond horrible, the worst all year for me to NOT be able to hear Radio Thailand's 13745 khz

This is effective as of 0800UTC on October 30, 2016 which would be 12midnight for me, 4am for eastern time. It looks like the only change for the english programs that I can see is the utc to 0100 utc and 0200 to 0230utc broadcasts that were on 15590 are on 13745.
