The Ugandan Clandestine is on 15170khz at 1500UTC in Alaska. SINPO is
better than 4 for me, but not quite 5. The transmitter came on
just a tiny smidge before 1458UTC and about a minute later, program audio
started in progress. The African accented English was in mid sentence.
