If you use GTM, I believe it has functionality to allow other
languages to call into the database. You could write a simple
interface that would let your other code work with the GTM-run
database.
It would take some work, however.

Taking a quick look at DHIS it appears to be a system for population
health management at a regional level. From what I can tell VistA would
best be used as a feeder system from the point of care eg. clinic,
hospital etc. to DHIS.
