I totally agree with you in step 4, and I think the tissue was not fixed
probably or not processed in good solutions, my suggestion for the time now

I use to fill it in the end of the day and in the next day the micro bubbles

Recheck the paraffin bath temperature and the paraffin melting point then make
sure to adjust the bath temperature at 2 degrees above the melting point.

You can't use full concentrate alcohol on such specimen, otherwise you will
destroy the cells membrane.
For me I am using 80% Ethanol.
