While using new TF2 engine I found next differences:
The first one:
I am using motd message to show some info to player and would like to
use the possibility to run a command if button on motd dlg is pressed.
The problem now is, as I guess, that motd message format is changed and
I failed
So, the answer for these two question will be - wait till official sdk
released and then take a look at game.dll?
I am not sure that motd msg format could be found there.

Will they be playable or is a forced update needed?
IMO valve should keep current sdk base as is and release a new version for
new mods. (i.e. have sdk base classic [app id 215] and the new sdk bas [app
id 216 or something alongs
im the one who started that. Im meaning when sdk base updates to tf2
engine not just on tf2 release day.
