This is definitely a bug that everyone else has experienced. The only workaround is to use the beta sdk (-beta sdk at the command line). I strongly recommend that everyone go into Steam, right-click on Half-Life 2 and the Source SDK, choose Properties, Updates tab, and choose Do not
