I just set my servers to fps_max 0 (uncapped). If you run a booster your CPU
usage wont change due to the fps_max setting anyway, it will just simply cap

ive seen this happen for ages now, usually along with other material errors
such as missing textures. Usually happens when i alt tab out of game too
many times. Its a client issue. As for the pyro thing, not sure about that
one.
