This is directed at everyone bitching about the timing of the update, not just
you.
Release it when it's done.
It would be nice if we were told in advance that an update is expected to be
released sometime during the day, but the bottom line is if you can't be
bothered to update a server, do
Friday afternoon is a really terrible time to release patches.
Release them on Wednesday morning, that way it can be taken care of before
it's even any wear near the day or week peaks.

I can confirm that I got the same problem on my Dutch (The Netherlands)
dedicated server (Windows 2k3).
Don't got rights on any non-Dutch servers, so I don't know if it it's

It should also create the folder based upon your -game option. I Have had
to manually create the dir for it to do aything.
I've noticed this when running updates from my Netherlands server, just stays
on "Updating Installation" for a while. My UK server updates a lot faster. Both
are outfitted with 100mbit connections.
Perhaps the NL content server HLDSUpdateTool has chosen for me is slow?
