This is because your windows is not running in multimedia kernel timer frequency mode. there is a command line exe which fixes this problem, but I don't have a link to it. But there are a lot programs which can set the frequency to 512 (instead of 64 like you have) like the Windows Media Player.

Jason, all current Goldsource Engine based games do NOT work with DEP (Data executive prevention) enabled. However an older version of this steamworks beta does (didn't test the current one) Could you put an eye on DEP at the development? DEP should not lead to any problems for simple games.

There is no leak. A memory leak leads to an increasing amount of memory without new events happening. As we can see, this not the case. srcds is simply not giving resources free, after once taken them. Servers near 1GB of memory usage are definitely not acceptable after just 2-3days. Best
