I too use the Sourcemod Dfens, Rcon Lock and also Kigen's anticheat
plugin on my CSS servers.
Additionally, I set only set my RCON password in the server's command
line

There are other videos on YT of similar hacks all look to use the same process.
1) Install either a 3rd party plugin or dll to a CSS client installation.
2) Run the modified CSS client
3) On CSS client invoke the plugin/hack via console command
4) Minimise and run a separate windows executable

I run a CS1.6 server and lately ive been getting RCON commands from random IP
addresses, could this be the same issue you're seeing in source? The rcon
commands never went through because the password was wrong but ive never seen
those messages in the console until about a week ago. The IPs i
