Yea, as far as I can remember it's been like that.
I haven't changed anything on the server command lines or the batch files we
have to update the servers to cause the recent changes though.

Simply because it wont be his problem. It's something to do with your
system (or possibly valves servers -- have you tried deleting the update
blob to get a new content server?)
