[hlds] TF2 players deliberately lagging?

The latest week or so I've seen quite a few players with low ping that appears to lag heavily, teleporting all over the place while they still not seem to have trouble moving or shooting. Is this a bug, players that always lag for some reason and just gotten used to it or are they cheating? Since

Is this the same bug where you can set your *rate* to a specific value, you evade rate enforcers, sv_min_rate, sv_max_rate, etc. and your ping appears be to be 0. Can't remember the value exactly but I bet ZBlock have got it covered :0 Thanks, - Saul. 2009/8/28 Donnie Newlove
