The server is updated with -verify_all. I mounted hl2 ep1 ep2.
Is there any way to fix that?

Does the server share an installation with other Source games like TF2?
If it does, it needs to be separated.

Just a quick update. If you have a password set, you can connect to the
server from a lobby using ms_force_dedicated_server but it does not
prompt you for the password (it just connects and starts the game). If
you direct-connect then you get prompted for the password.

What happens if you specify the sv_steamgroup cvar in the console while
the server is running? It should already be set, but I'm wondering if
manually setting it again would correct the problem without a server
restart. Or, what happens if you just exec the server's config file

once everyone has left? I used shutdown in the master console (via
netcon) and it took them all down once they were empty and then all of
the forks auto-restarted again. I guess what I'm looking for is a way
